JOB DESCRIPTION:
Monroe 2-Orleans BOCES invites a dynamic, strategic, and collaborative leader to join its team as Assistant Superintendent of Finance and Operations. Serving at the Executive Cabinet level, this pivotal role oversees all financial, business, and operational aspects of the organization, supporting a wide range of programs and services for component school districts.
As a cornerstone of BOCES' fiscal integrity and operational excellence, the Assistant Superintendent of Finance and Operations ensures the organization's capacity to meet current and future educational demands. Through expert financial stewardship and effective operational guidance, this leader empowers instructional and program administrators to focus on teaching and learning, while maintaining compliance, sustainability, and public accountability.
Essential Responsibilities:
Serve as the chief financial and operational officer for BOCES, providing strategic leadership and oversight of all business, financial, and support service functions.
Develops for approval, the annual budget for submission by the District Superintendent to the Board and to the component school districts.
Ensures efficient and fiscally sound operations with respect to the accounting, cash management and investment programs of BOCES.
Directs the implementation of insurance programs; including procurement, claims investigation and processing and review of losses.
Chairs Audit Committee meetings and prepares minutes.
Manages the control of property classification and inventory systems for fixed assets.
Supervises the management of the RASHP and RASWCP consortiums.
Directs activities associated with obtaining lease space for programs and lease management.
Assist the District Superintendent and Human Resources in collective bargaining, and contract administration, including financial analysis and negotiation support.
Direct purchasing, cooperative bidding, risk management, and insurance programs to ensure best value, transparency, and legal compliance.
Remain current with best practices, laws, and innovations in school finance, BOCES operations, and public-sector management.
Manages the process for filing the necessary financial reports to the appropriate Local, State, and Federal agencies, including BOCES aid, rental aid, facility safety reports, final cost reports, uniform cost reports, etc.
Prepare Board of Education agenda materials, attend Board meetings, and present financial-operational, and facilities-related reports as assigned.
Advise and report to the District Superintendent and Board of Education on financial condition, operational matters, capital planning, and long-term sustainability.
Maintain effective communication and positive working relationships with component districts, staff, and stakeholders.
Perform additional duties and responsibilities as assigned by the District Superintendent.
Education and Certification:
Minimum requirement: Bachelor's degree in accounting, Business Administration, or a related field required; master's degree in education, Business, or a related field strongly preferred.
Required: Valid New York State certification as School Business Administrator or School District Business Leader.
Experience:
Minimum of five (5) years of progressively responsible leadership experience in a BOCES, school district, or public-sector financial and operational role.
Demonstrated success in budgeting, financial planning, accounting, facilities oversight, and personnel supervision.
Experience with capital projects, cooperative services, and collective bargaining support are strongly preferred.
Monroe 2–Orleans BOCES serves nine districts in the western area of Monroe County, as well as
eastern Orleans County. Our area includes urban-suburban development and commerce, residential
neighborhoods and rural farmland. Our districts range in size from Greece with 10,915 students, to
Wheatland-Chili with 704 students.
