Position Summary The Manager of Accounting & Finance is responsible for the overall financial management of the cooperative, ensuring strong fiscal stewardship, regulatory compliance, and accurate financial reporting. This position oversees accounting operations, cash management, financial planning, and internal controls, and presents financial reports and analysis to the Board of Directors.
As a 100% borrower of the National Rural Utilities Cooperative Finance Corporation (CFC), the position ensures compliance with CFC loan covenants, reporting requirements, and financial performance metrics.
The Manager also supervises Member Services, ensuring strong internal coordination between financial operations and member-facing functions.
Key Responsibilities
Financial Leadership & Reporting
• Oversee all accounting functions including general ledger, accounts payable, payroll, fixed assets, plant accounting, and financial reporting. • Prepare accurate and timely monthly financial statements. • Present monthly and annual financial reports to the Board of Directors. • Provide financial analysis, key performance indicators (KPIs), and strategic insights to support Board and executive decision-making. • Assist in preparation of Form 7 and other required regulatory reports. • Coordinate annual audit and serve as primary contact for external auditors.
Cash Management & Treasury
• Manage daily cash flow, banking relationships, and investments. • Ensure adequate liquidity to meet operational and capital needs. • Oversee drawdowns and compliance reporting related to CFC loans. • Monitor debt service coverage ratios, times interest earned ratios (TIER), and other lender-required financial metrics. • Maintain compliance with all CFC loan covenants and reporting requirements.
Budgeting & Financial Planning
• Lead the annual budgeting process. • Monitor budget-to-actual performance and provide variance analysis. • Assist in long-term financial forecasting and capital planning. • Support rate analysis and cost-of-service studies.
Internal Controls & Compliance
• Maintain strong internal control systems to safeguard cooperative assets. • Ensure compliance with GAAP, RUS guidelines (as applicable), and cooperative policies. • Oversee development and implementation of accounting policies and procedures. • Ensure accurate member billing reconciliations in coordination with Member Services. • Ensure compliance with cooperative oriented bylaws, tariffs, and regulatory requirements.
Supervision & Leadership
• Supervise small team of Accounting Department personnel. (Currently 2 employees). • Supervise small team of Member Services Department personnel, (Currently 3 employees). • Coordinate and supervise communication with other departments for member-related issues. • Identify areas of improvement for intra and interdepartmental processes. • Provide training, performance management, and professional development. • Foster a culture of accountability, transparency, and service excellence.
Qualifications
Education & Experience
• Bachelor’s degree in accounting, finance, or related field preferred. • Equivalent combination of education and substantial accounting experience may be considered. • Certified Public Accountant preferred. • Minimum of 5–10 years of progressively responsible accounting experience. • Experience in utility accounting, electric cooperative operations, or regulated industry strongly preferred. • Experience working with lender compliance requirements, CFC, preferred.
Knowledge & Skills
• Strong understanding of GAAP and utility accounting principles. • Experience with CRM systems or NISC software preferred. • Proficient in Microsoft Office applications. • Knowledge of CFC borrower requirements and financial covenant monitoring. • Experience with budgeting, financial forecasting, and cash management. • Ability to present financial information clearly to a Board of Directors. • Strong analytical, organizational, and leadership skills. • High level of integrity and professional judgment.

About Fannin Electric Cooperative:
Fannin Electric Cooperative was born in 1937 by a handful of farmers and local business leaders to provide electricity to rural families of Fannin County, Texas. By the end of 1938, the first 100 plus miles of electrical line were serving over 200 families and generating enthusiasm from the surrounding rural areas for the new concept of having electrical power to rural homes and businesses.
