Job Description:
This position serves as the Dakota County Technical College and Inver Hills Community College's vice president of finance and facilities officer, and is responsible for planning, leadership, supervision, evaluation, and continuous improvement of all financial and administrative services, including physical plant operations, capital construction projects, auxiliary services operations, and safety and security services consistent with and supportive of the College's vision, mission, and strategic plan. This position is responsible for development, interpretation and implementation of the college administrative policies and procedures consistent with State and Federal laws, rules and regulations, and Minnesota State policies and procedures.
Examples of Duties:
- Oversee financial and accounting systems, ensuring that all college funds are accounted for properly.
- Direct financial reporting and analysis in compliance with Federal, State, and Minnesota State requirements, and to provide managers with the financial data needed to support their decision making
- Provide direct supervision to Campus Information Officer to ensure the effective operation of the unit.
- Prepare a multi-year budget plan for all college accounts so that the colleges' goals and objectives are supported.
- Provide institutional leadership for financial, administrative, information technology, auxiliary services, and operations so that overall college planning and decision-making is supported.
- Oversee all aspects of facilities management so that campus facilities and grounds are maintained to enhance the appearance, safety, and function of the colleges.
- Develop and implement a five-year business plan and annual operating budgets for the college's Auxiliary Services, so that they operate in accordance with sound business management principles; services meet student needs and are provided efficiently and effectively; and income is generated to support college goals and objectives.
- Provide financial expertise to the foundation so that the foundation is financially sound and in compliance with its tax exempt status.
- Provide leadership and strategic direction within the division and the college by supporting the colleges in meeting its mission, vision, and business needs by identifying current and future needs.
- Provide management and supervision in accordance with the respective collective bargaining agreements and to ensure that assigned duties and responsibilities are effectively performed.
Required Qualifications:
- Bachelor's degree with a major in accounting, or finance
- Five years of progressively responsible finance or accounting experience in higher education, K-12 education, government or private business;
- Experience supervising staff in a fiscal service and facility operations;
- Experience preparing and presenting budgets, costs projections, and financial analyses;
- Working knowledge of contracting and capital project budgeting and planning, and physical plant operations;
- Demonstrated ability to use technology to develop business process efficiencies;
- Strong interpersonal and communication skills;
- Demonstrated ability to work with people from diverse backgrounds.
Preferred Qualifications:
- Master's degree in Accounting, Finance, Business Administration or related field;
- Certified Public Accountant certification;
- Knowledge of risk management practices
- Professional fiscal services experience in higher education;
- Demonstrated project management skills with identifiable results.

Founded in 1970 Dakota County Technical College (DCTC) is a public, two-year technical college in Rosemount, Minnesota. DCTC offers about 150 programs.
