Manager, International Finance and Procurement - (220000L0) The University of Maryland, Baltimore (UMB), International Operations department is currently recruiting for a Manager, International Finance and Procurement. The International Operations (IO) department serves the University of Maryland, Baltimore community as it engages in the international implementation of global education, research, and service. Through the UMB Global Hub, IO provides specialized services to UMB units in travel, safety and security, procurement, finance, audit, ethics, human resources, and other operational areas. IO activates the Maryland Global Initiatives Corporation (MGIC), a UMB affiliate charged with supporting UMB international activities and projects that may require a sustained international presence in the form of dedicated personnel in-country, physical office space, a bank account, or similar infrastructure. IO sets UMB standards for international operations and oversees operational compliance. Across all its work, IO facilitates and promotes robust risk management. As partners in the Global Hub, IO and the Center for Global Engagement (CGE) work together to ensure seamless support of UMB's global activities.

In their role, the Manager will serve as the lead point of contact for international financial and procurement services. They will support UMB faculty, students, and staff engaging in international activities by guiding their collaborators through the relevant UMB or MGIC policies, procedures, and structures.
The Manager will use their experience and expertise in sponsor regulations to facilitate complex environments while ensuring financial compliance and good stewardship of funds. The Manager will report to the Assistant Vice President, International Operations, and be responsible for mentoring, supporting, and managing the Finance and Procurement Officers. Primary Duties: - Manages the finance, accounting, and procurement functions and provides expert advice and guidance on their respective matters for international programs.
- Leads all financial functions, including but not limited to accounting, budgetary planning and controls, invoicing, cash receipts and disbursements, financial planning, forecasting and analysis, accounts payable, financial management systems, procurement, tax compliance, reporting for international programs.
- Recruits, hires, and trains new international finance and procurement personnel.
- Interprets and applies federal, state, USM, UMB, MGIC, and sponsor regulations.
- Leads UMB community through international procurement processes, requirements, and established lead times.
- Guides International Operations clients on developing specifications for international procurements.
- Develops relationships with international businesses to offer products and services used by UMB.
- Performs other related duties as assigned.
Education: Bachelor's degree in Accounting, Finance, Business Administration, Economics, or another related field. Graduate degree in a related field is preferred. Experience: Six (6) years of experience in Finance and Procurement, Business Administration, Program Operations Support, or related field. Prior experience procuring with US government-sponsored projects and knowledge and expertise of 2CFR200 is strongly preferred.
Supervisory Experience: Four (4) year of direct management involved in recruitment, training, and professional development of staff preferably in the international development or relief sector. Certification/Licensure: Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Financial Manager (CFM), or Certified Internal Auditor (CIA) is preferred.
Other: Financial disclosure reporting required by State of Maryland Ethics Committee.
Knowledge, Skills, Abilities: Possess in-depth knowledge of best practices in the relevant international, federal, state, and sponsor regulations, preference for proven experience with USAID, CDC, NIH, Global Fund, and the Gates Foundation. Thorough knowledge of position requirements. Thorough knowledge of all applicable requirements, regulations, and laws. Skill in effective use of applicable technology/systems. Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Ability to support a mission and strategic vision. Instructional, training, and teambuilding skills to strengthen and cultivate relationships. Skill in consultation and change management. Ability to demonstrate, understand, apply, and adhere to the UMB Core Values of Respect and Integrity, Well-being and Sustainability, Equity and Justice, and Innovation and Discovery. The ability to communicate (read, write and speak) in French and/or Portuguese is preferred.
