The Chief Investment Officer (CIO) is a member of the Senior Executive Service (SES) who manages and provides expertise in the overall investment performance of the Office of Energy Dominance Financing, including in the origination and ongoing management of loans. The incumbent will manage critical program and policy matters associated with the time-limited authorities and serve as a principal authority on behalf of the Department of Energy. The CIO develops short- and medium-term investment plans that achieve the objectives of EDF in deploying the duration-limited loan authorities. Oversees the organization’s investment process – including the sourcing, technical diligence, financial underwriting, risk management, and ongoing portfolio management of loans. The CIO is responsible for developing Title XVII policies and procedures; supervising Investment Division senior staff in the conduct of Division operations; providing management oversight and advice on financial transaction requirements; and directing staff and allocating resources within the Division.
