JOB SUMMARY

The Budget & Accounting Analyst position is primarily responsible for the weekly review of accounting and purchasing staff for accuracy and completeness, including final approval of weekly invoices. Additionally, this position will provide a wide range of financial, administrative, technical, and functional support to executive finance staff and other departments across the City.

Purchasing:

• Review the work of the Accounting and Purchasing Assistants for accuracy and completeness
• Final review and approval of invoices for weekly disbursing check runs
• Ensure all departments are in compliance with approved purchasing policies and procedures
• Act as a backup for weekly disbursing check runs

Budget:

• Routinely review and analyze budget-to-actual performance reports and work with departments to address significant budget variances
• Prepare quarterly budget-to-actual financial reports to be provided to City Council
• Prepare budget amendments to be presented to and approved by City Council
• Compile data for City’s annual budget and five-year forecast
• Assist in review of department budget submissions and proofing draft copies of all budget documents

Finance/General Accounting:

• Provide support to departments related to utilization of financial ERP system (data entry, reporting, inquiry)
• Compile data and prepare schedules for City’s annual audit and preparation of the annual comprehensive financial report
• Assist in analyzing accounting records and systems, develop conclusions and submit recommendations to the Finance/ Deputy Director.
• Ensure compliance with approved financial policies and procedures throughout the organization and report any deficiencies.

REQUIREMENTS

Bachelor’s degree with a major in accounting or finance and five years of increasingly responsible accounting experience (preferably fund accounting), but may be substituted with equivalent training, education, or experience. Registration as a State of Michigan CPA preferred, but not required.
