FINANCE DIRECTOR, TEXAS RURAL WATER ASSOCIATION
POSITION SUMMARY
Texas Rural Water Association (TRWA) is hiring for the position of Finance Director. This position reports to the Executive Director and is responsible for all accounting and financial functions for the TRWA, the Texas Rural Water Foundation (Foundation), and Lanbat Condominium Association (Lanbat), including financial reporting, investment, cash flow, payroll, loan compliance, and budgeting activities. They also oversee the administration of employee benefit plans, direct and supervise the Accounting Support Specialist, and monitor contract compliance.
TRWA, a 501(c)(6) non-profit corporation, is an educational and trade association whose approximately 900 members are water and wastewater utilities that serve communities across Texas. TRWA is dedicated to helping utilities provide efficient service and clean, safe drinking water to their customers. TRWA also has approximately 150 associate members that provide goods and services to the water/wastewater industry.
TRWA’s team of 41 staff provide services including on-site technical assistance through state and federal contracts, fee-based technical assistance services, utility operator certification training, management training, and legal counsel. TRWA hosts over 100 educational classes/workshops, plus three statewide conferences each year, has a Registered Apprenticeship Program, a Leadership Development Program, and a Student Scholarship Program through the Foundation, a 501(c)(3) supporting organization. TRWA also advocates on behalf of its members before the Texas and U.S. legislatures as well as before state and federal agencies.
ESSENTIAL FUNCTIONS
· Maintain accounting records, including receivables, payables, payroll, and general ledger entries, to produce accurate monthly and annual financial statements.
· Assist in budget preparation and communicate budget-to-actual variances to TRWA staff, Executive Director, and the TRWA and Foundation Boards
· Responsible for financial controls and compliance with U.S. GAAP and Title 2 CFR Part 200.
· Coordinate with third-party administrators on employee benefit plans, including health insurance, retirement plans, and HRA/HSA accounts.
· Prepare tax returns including annual Form 990, 990T, 1099’s, quarterly sales tax and reconciliation of W-2’s, and payroll tax reports.
· Reconcile TRWA, Foundation, and Lanbat bank and investment accounts, invest funds, and manage cash flow in accordance with policy.
· Prepare and file required PAC and lobbying reports.
· Coordinate human resources activities and forms for onboarding and terminating employees.
OTHER ACCOUNTABILITIES
· Maintain the fixed asset records of the Association.
· Prepare worksheets for the annual audit and assist auditors as needed.
· Maintain confidential employee files.
· Other duties as assigned.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
· Must be able to work in a computerized environment.
· Working from the headquarters office in Austin, Texas is preferred; however, up to two days of remote work per week may be approved by the Executive Director after 90 days of employment.
· Two to three weeks’ travel required per year.
EDUCATION AND EXPERIENCE
· Bachelor’s degree in accounting and CPA licensure in the State of Texas, or equivalent knowledge and experience.
· Five or more years accounting experience with a state agency, non-profit organization, or similar industry.
KNOWLEDGE, SKILLS AND ABILITIES
· Experience with accounting, spreadsheet, and word processing software.
· Excellent oral and written communication skills.
· Strong organizational and analytical skills.
· Familiarity with MIP Fund Accounting software a plus.
