POSITION DETAILS
Finance Procurement Specialist will report to the Director of Business and Fiscal Affairs at The City College of New York. In addition to the CUNY Title Overview, the Finance Procurement Specialist duties include but are not limited to the following:
Administer appropriate sourcing activity including, but not limited to: advertising tax-levy funded contracting actions in the New York City Record and NYS Contract Reporter; conducting site visits as the primary Procurement representative, issuing addenda, publicly opening bids, facilitating an evaluation committee review of proposals, providing debriefing to unsuccessful Respondents; determining vendor responsibility, facilitate CUNY Board of Trustee review of applicable contracts; creating contracts in the College???s procurement systems, and submitting contract documents to oversight authorities
Draft, revise and issue solicitation documents and procurement record memoranda related to a variety of procurement approaches, including: Request for Quotes; Requests for Proposals (RFPs) and Invitation for Bids (IFBs); sole and single source procurements in accordance with State of New York and University procurement guidelines; and other procurement methods as permitted by CUNY and the State of New York
Negotiate with vendors based on a variety of factors, including legal terms, prices, and product and service specifications
Work effectively individually and collaboratively with internal and external College stakeholders: the College???s academic and operations departments; other units with the Office of Finance like Budget, Financial Accounting and Accounts Payable; the University General Counsel???s Office; and the Central Office of Facility Planning, Construction, and Management
Promote and encourage the utilization of minority women-owned business enterprises and service-disabled owned businesses in accordance with University and State of New York regulations policies
Provide training and assistance to faculty members, staff, and administrators about procurement regulations and practices, and the University???s systems such as CUNYBuy, CUNYfirst, and the State Financial System
Assist in the implementation of comprehensive internal controls for any new or revised purchasing procedures
Successful resolve business unit concerns and inquiries to improve the Office???s overall customer service approach
Acts as the Procurement liaison to business unit meetings and accurately represent and explain the procurement process
Prepare reports, queries, and analyses on indirect sourcing datasets
QUALIFICATIONS
Bachelor???s degree and four years??? related experience required.
Experience and knowledge of public sector procurement
Detail oriented and accurate with strong quantitative, financial, and critical thinking skills
Excellent oral and written communication skills with a demonstrated ability to draft solicitations documents and procurement record memorandaPreferred Qualifications:
Bachelor???s Degree in Business, Economics, Accounting, Finance or closely related field
Demonstrated knowledge and experience of relevant State and/or City of New York policies, procedures, rules, and regulations
Relevant contract negotiation experience with vendors
Experience conducting sourcing transactions within an Enterprise Resource Planning System, the State Financial System, and the New York City Financial Management System
Proficient with the Microsoft Office suite of products, particularly Outlook, Word, Access, and Excel
Strong organizational skills
Strong research skills with the ability to find and utilize vendors such as minority and women owned business enterprises, small business enterprises, and service disabled veteran owned businesses
VACCINE REQUIREMENT:
Candidates will be required to provide proof of being fully vaccinated against COVID-19 upon commencing employment. Exemption (medical or religious) requests to this requirement will be considered in accordance with applicable law. Being fully vaccinated is defined for this purpose as being at least two weeks past their final dose of an authorized COVID-19 vaccine regimen. Final candidates must be fully vaccinated as of their first day of employment.
Please note: Until further notice, this is a hybrid position, eligible to work remotely and work in the office.

Coordinates matters related to procurement under management direction.
Maintains accounts, budgets, contracts, agreements, and documentation related to the procurement process
Analyzes procurement practices, procedures, and responsibilities, developing process documentation and identifying potential improvements
Maintains College and University systems that manage and track procurement activities
Assumes responsibility for selected procurement projects
Performs related duties as assigned.

IMPORTANT NOTICE: Health Plan Coverage for Employees Hired on or after October 1, 2022 City of New York employees and employees of Participating Employers and their eligible dependents hired on or after October 1, 2022 will only be eligible to enroll in the Emblem Health HIP HMO Preferred Plan and must remain in the HIP HMO Preferred Plan for the first year (365 days) of employment.
After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365th day period.
If a new health plan is selected, the new plan will be effective on the 366th day.
Only after the 365th day can the employee participate in any Annual Fall Transfer Period. An employee who needs to request an exemption from the required enrollment in the HIP HMO Preferred Plan can do so by submitting a HIP HMO Opt-Out Request Form to Emblem Health. An employee, or eligible dependent, must meet certain criteria and the request must be approved by Emblem Health before the exemption is granted. The HIP HMO Opt-Out Request Form and HIP service area are available on the Emblem Health website.
