Queensborough Community College invites applications for the position of Finance Budget Specialist.
Under the supervision of the Budget Director, the Finance Budget Specialist is responsible for assisting in the development and management of annual budgets. This role involves maintaining budget data, analyzing financial information, and providing support to staff regarding budget related queries. The position contributes to the development and management of the College?s Four-Year Financial Plan ensuring accurate financial reporting and compliance with budgetary guidelines.
In addition to the Title Overview duties, key responsibilities include:
Generate and prepare comprehensive Personnel Services (PS) expenditure reports and projections by utilizing the NYC Payroll System (CHRMS), along with CUNY and QCC data, for full-time staff, teaching and non-teaching adjuncts, and part-time employees.
Develop, maintain, and analyze ad hoc reports for forecasting College Assistant, Non-Teaching Adjunct, and Teaching Adjunct personnel costs.
Maintain accurate Full-Time and Part-Time Headcount reports.
Monitor and track expenditures by program and account, initiate and process budget and expenditure transfers or adjustments, as necessary.
Support restricted programs with varied analyses and monthly reporting.
Prepare and present financial reports and statements to management to support strategic decision-making.
Assist the Budget Director with budget administration analysis to ensure departmental goals and objectives are met.
Review purchase requisitions to verify proper authorization, budget coding, and availability of funds.

QUALIFICATIONS
Bachelor?s degree and four years related experience; or master?s degree and two years related experience.
Preferred Qualifications
The ability to demonstrate prior experience and proficiency in standard ad-hoc financial analysis, modeling, projecting, and reporting.
An initiative-taking individual with critical thinking skills who can work independently as well as in a group setting.
Effective communication and writing skills.
Exceptional knowledge of MS Office applications, especially Power BI.
Possess strong analytical skills in a fast-paced, dynamic environment.
Meticulous and accurate with strong numerical, evaluation and research skills.
Ability to interact effectively with a wide variety of users with different expectations and backgrounds.

Prepares budget analyses and produces forecasting projections
Analyzes spending, income trends and usage to recommend improvements
Ensures that final, approved budget is adhered to by tracking revenues and expenses; processes budget transfers and adjustments
Provides fiscal reports and financial statements to management
Supports supervisor with budget administration to meet department goals and objectives
May supervise subordinate staff
