The University of Maryland, Baltimore's (UMB) Department of Physical Therapy and Rehabilitation Science (PTRS) within the School of Medicine has an exciting opportunity for a Director, Finance.

The Director is responsible for cost effective and efficient accounting and financial systems for the department. This position will partner with senior leadership in PTRS for strategic planning and will demonstrate competence in all of the following areas: leadership, ethics, problem solving and decision making, ability to translate financial concepts to those who do not necessarily have finance background, focus on client needs, effective oral and written communications, GAAP (generally accepted accounting principles), audit principles, federal and sponsor regulations, state regulations and grant and contract accounting.

PRIMARY RESPONSBILITIES:

* Provide general direction and leadership for all aspects of the financial functions within the department to ensure efficient operations.

* Responsible for budget, accounting, financial analysis, and financial transaction management. Review, analyze and interpret all financial and budgetary reports to ensure timely and effective decision making by senior management.

* Analyze and present financial reports in an accurate and timely manner; prepare and present financial reporting materials for all state, revolving, foundation, and endowment funds; and oversee all financial, philanthropic, revenues and grants accounting.

* Lead annual budgeting process in conjunction with the department administrator and review all financial plans and budgets; monitor progress and changes and keep the PTRS leadership team / department administrator abreast of the organization's financial status and trends.

* Manage the financial reporting and forecasting, effort reporting and cost sharing for all sponsored and non-sponsored research activities.

* Oversees management of complex funding and service agreements.

* Direct a contracts management system for the PTRS Doctor of Physical Therapy program that tracks and analyzes adjunct faculty data in accordance with the requirements of the CAPTE accrediting body.

* Manage and report annual institutional teaching contracts: UMMS Split Salary Contracts, UMMS Salary Reimbursement Agreements, Contracts and Agreements with Kennedy Krieger Institute, and others.

* Prepare Annual Accreditation Report (AAR) financials.

* Direct the income of the department and its programs, including coordinating payments from different budget sources, as well as managing the purchasing of supplies and other expenses. Oversee financial accounting and GAAP/GASB reporting to include managing the department's external financial reporting process.

* Maintain financial management systems and internal controls required to ensure that the department commitment, operating, and cash management accounts are safeguarded and that accounts are appropriately maintained in order to ensure accurate financial data.

* Develop, direct, and implement critical financial path activities and projects to ensure efficient and effective processes and practices. Define and deliver key performance indicators (KPIs) and dashboards to track operational performance.

* Establish and maintain policies and procedures with regard to internal accounting controls and department budget, accounting, and disbursements practices. Ensure that controls and practices are effectively communicated to the department community

* Review and maintain award budgets relative to grants and contracts funding. Financial Status Reporting (FSR) and Federal Financial Reporting (FFR) for grant close out. Monitor grants and contracts expenditures monthly in accordance with the agency guidelines and UMB processes.

* Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in Accounting, Finance, Business Administration and/or related field. Master's degree in a related field preferred.

Experience: Seven (7) years spent progressively building a background in the financial and business operations. Grants and Contracts accounting preferred.

Supervisory Experience: Five (5) year of direct management involved in recruitment, training, and professional development of staff.

Certification/Licensure: Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Financial Manager (CFM), or Certified Internal Auditor (CIA) preferred.

HIRING RANGE: $135,000 - $150,000 per year (Commensurate with education and experience)
