Assistant Vice President of Finance & Facilities Office of Business Affairs
Summary: The Assistant Vice President of Finance & Facilities (AVP) is a senior leadership position within the Office of Business Affairs and reports to the Vice President of Finance and Facilities & Chief Financial Officer (CFO). This position will interact regularly with the President’s Cabinet, with a focus on strategic and operational performance, budget planning and analysis, implement technology solutions to increase productivity, and accountability for Office of Business Affairs (OBA) enterprise risk.
General Duties and Responsibilities
Responsible for constantly evaluating and improving processes across multiple departments and establishing annual metrics, benchmarks and goals for the OBA.
Oversees the Director of Accounting, Director of Contracts & Procurement, and Director of Finance.
Assists the CFO in aligning WVSOM’s Strategic Plan, with divisional goals within functional departments.
Assumes an active role and performs various tasks with respect to the annual budget and audit processes, including the coordination of the timely and accurate delivery of requested schedules.
Directly responsible for developing and coordinating all materials and presentations supporting the WVSOM Board of Governors and WVSOM Financial Committee.
Ensure that WVSOM maintains appropriate internal controls and financial Standard Operating Procedures (SOPs). Maintains a comprehensive understanding of relevant code and regulatory matters and ensure compliance in the execution of the business functions of WVSOM.
Working with WVSOM Information Technology Department (IT), develop a strong knowledge of WVSOM’s ERP and West Virginia state finance systems, and serve as the catalyst for new technology led improvements supporting the annual budget, audit, monthly close, grants and other elements.
Responsible for establishing a high-performing service delivery model for the campus community with broad customer service focus, and adaptable and innovative approaches to solutions.
Alongside the Director of Finance and the Director of Facilities & Construction Services, provide leadership to WVSOM’s fiscal year operational and capital budget development process.
Learning from the CFO, the AVP will develop a comprehensive understanding of higher education facilities and the necessary integration with OBA activities.
Regularly collaborates with the CFO and the Director of Contracts to create various RFPs in support of campus wide vendor and contract requirements. Requires measurable proficiency in RFP writing, reviews and scoring, negotiations, and amendments.
Generates financial and quantitative information which can be used to facilitate the process of finding solutions that optimize WVSOM and align with the strategic plan and initiatives.
Provides assistance with leadership/strategic direction regarding development of campus, facilities, furnishings and grounds including new construction.
Serves on WVSOM committees and groups upon the request and/or concurrence of the CFO.
Ensure prioritization and proper assignment of work.
Carry out supervisory responsibilities in accordance with the institutional policies, guidelines and applicable laws. This includes conducting initial and annual performance evaluations.
Other related duties as assigned or directed.
Position: This is a full-time, non-classified position; it is exempt from FLSA regulations concerning overtime. Not all activities of this position occur within the confines of an 8:00-4:30 schedule and may require evening and weekend scheduling as needed. The weekly schedule for this position will be established between the supervisor and the employee and approved given the needs of the department and the institution.
This position has been designated as Essential. This means that when WVSOM is faced with an institutional emergency, employees in such positions may be required to remain at their work location or to report to work to protect, recover and continue operations at WVSOM.
Education and Experience: Position requiresa Master’s Degree in Accounting, Finance or Business Management from an accredited college or university. A minimum of 7 plus years of progressively responsible professional experience in a university or non-profit institution with emphasis in accounting, finance or budget management oversight. Proven experience leading internal teams in accomplishing institutional and state mandated deadlines and outcomes. A CPA with demonstrated knowledge of Generally Accepted Accounting Principles (GAAP) is highly preferred.
Knowledge, Skills and Abilities
Must have a strong track record of exceptional strategic leadership and be able to translate WVSOM Strategic Plan goals and initiatives into OBA tactical initiatives
Exceptional interpersonal and oral/written communication skills.
Excellent organizational skills and the highest attention to detail.
Proven experience in analyzing complex data analytics in budget, finance, and accounting, preferably gained in a higher education environment and the use of date warehouse structures
