The primary purpose of this position is to conduct an advanced level of budget & financial modeling and applies financial analyses to guide budget strategy and decision-making for the University's All Funds Budget process, related to student fees, auxiliaries, and institutional trust funds. This position must operate with a high level of autonomy and is expected to generate budget and financial analyses for university resources. This position is the Subject Matter Expert (SME) for non-state funds within the university budget office. This position makes independent decisions by researching and evaluating past decisions, preventing re-occurrence of problems, and interpreting trends and uses data to improve decisions. This position is responsible for directing division and unit budget administrators and university leadership with monitoring their budgets in compliance with ECU and UNC System Office policies. Extensive knowledge of the budget process is vital in planning for the University's cash needs and availability. This position prepares allotments of funds to control cash requirements for state funds appropriated to the University. This position will use comprehensive knowledge of all of the following ECU systems as well as state budgeting systems: Banner Finance, Budgeting, Position Management, Human Resources, and Payroll. A broad knowledge of budgeting and accounting policies and regulations will be used in the performance of duties. Specific advanced technical duties will be performed using a holistic understanding of university processes from Excel to Banner Finance, reporting from ODS via several different data sources and an understanding of updating and reporting from Banner Finance to university systems.
Working with the Assistant Director of University Budget, this position is responsible for wide-ranging budget related tasks to include processing of nonrecurring budget entries and reporting and other analysis as needed during the year. This position will assist in ensuring monthly, quarterly and annual closeout processes are completed timely and accurately. This position will also be involved with processing entries related to end of year spend-down of state funds.

The Division is led by the Vice Chancellor of Administration & Finance. The Vice Chancellor is responsible for oversight of the policies, personnel, budgets and administrative activities of all operations at East Carolina University and its affiliated Foundations. This division is a service provider in support of academic, research, and outreach missions of the University.
The Office of Financial Planning and Analysis is responsible for organizing, planning, coordinating, directing, monitoring, supervising, and administering all budget functions related to operations funded by tuition, state appropriations, student fees, auxiliaries, and institutional trust funds. This Office is responsible for coordinating the All-Funds Budget process. The Office is also responsible for preparing projections and models using various scenarios. Budget information is consolidated, and records are maintained to provide accountability for university management and to ensure accurate and complete budget data for system, state, and university reporting. The office is responsible for compliance with all applicable State laws as well as policies of the University of North Carolina Board of Governors and of East Carolina University.
