Job Summary Assists with overseeing the operational and fiscal management of Administrative Operations within Illinois Human Resources (IHR) serving as a finance and budgeting expert on policy, process, and systems. The role consults with leaders and supervisors on budget planning, risk mitigation, and financial reporting and analysis. This position reports to the Executive Director of Administrative Operations. Duties & Responsibilities
Strategic Planning:
Serve as a resource to Assistant Chancellors on budget projections, hiring plans, and other resource planning activities.
Generate and analyze reports contributing to the Annual Budget Report, recommending unit budget allocation to administration.
Participate in the annual unit deficit review and the related reduction plans.
Establish internal protocols and identify training opportunities to increase business/finance policy literacy within IHR.
Provide financial statements and reports (narrative, graphical, and statistical) in response to ad hoc and other data requests for strategic planning and decision-making.
Finance & Budgeting:
Monitor fund balances to maintain financial stability and ensure compliance with organizational policies.
Ensure funds are utilized appropriately according to fund type.
Conduct regular reviews of monthly statements to identify discrepancies, ensure accuracy, and facilitate corrective action.
Oversee C-FOAPAL maintenance, regularly evaluating existing strings and processing open/closure requests as appropriate.
Manage ledger 3 self-supporting funds, including rate calculation processes and managing over/under recovery activities.
Oversee the management and implementation of internal controls.
Serve as a resource to IHR staff, providing guidance, as needed, on business functions such as purchasing, contracts, P&T-Card management, etc.
Operations:
Serve as a resource to IHR staff on day-to-day operations as needed.
Lead optimization efforts by updating and/or creating standardized templates, checklists, file naming conventions, and reference material for IHR business procedures.
Serve as a backup and/or delegate as assigned by the Executive Director of Administrative Operations.
Other Related Duties as Assigned
Minimum Qualifications
Bachelor's degree in business administration, management, or a field related to the position.
Two (2) years of professional business, financial, and/or managerial work experience.
(NOTE: A Master's Degree in an area consistent with the duties of the position may be substituted for one (1) year (12 months) of work experience.)
Preferred Qualifications
Comprehensive understanding of University systems, including how various systems interrelate both theoretically and in practical, day-to-day operations.
Working knowledge of University of Illinois business policies, procedures, and financial systems.
Graduate of the University of Illinois Business Administrators Certification Program
Demonstrated experience with Banner Program Codes and NACUBO Functions.
Demonstrated experience with Ledger, 3 Self-Supporting fund types and associated rate setting.
Demonstrated experience with Microsoft products, including Word, Excel, and Adobe Acrobat.
Knowledge, Skills and Abilities
Effective analytical, organizational, and problem-solving skills required.
Strong technical skills necessary to analyze, research, and maintain detailed financial data and develop reports.
Ability to bridge the gap between theoretical frameworks and hands-on functionality
Ability to understand and communicate the broader issues and implications during the decision-making process
Capacity to exercise discretion and independent judgment
Appointment Information
This is a 60% part-time Civil Service 5010 - Business/Administrative Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after 8/20/2024. The previously determined salary range for this position is $50,000 to $55,000. Final salary offered will be determined by a thorough assessment of available market data, internal salary equity, candidate experience and qualifications, collective bargaining agreements, and budget constraints. Hybrid work options are available for this position. This position is not eligible for sponsorship.
