Reporting to the Director of Procurement, the successful candidate will work with Accounts Payable and Property Management as well as all departments to develop, document and enhance the end-to-end pay to procure process. The candidate will work in a team environment identifying opportunities to streamline workflow and improve efficiency. He/ She will also participate in the development of formal Requests for Proposals, competitive bidding and other procurement projects as assigned by management. The candidate will also conduct analysis and interpret statements of financial obligations, prepare appropriate reports, provide follow-up measures to reconcile and improve current practices when necessary.
In addition to the CUNY Title Overview, duties will include, but are not limited to:
Assist in the implementation of comprehensive internal controls for any new or revised purchasing procedures
Administer matters related to tax levy and non-tax levy purchases under management???s direction
Assist with the negotiation of contracts with vendors based on price and product specifications
Draft, revise and issue solicitation documents and procurement record memoranda related to a variety of procurement approaches, including Request for Quotes (RFQs); Requests for Proposals (RFPs) and Invitation for Bids (IFBs); sole and single source procurements in accordance with State of New York and University procurement guidelines; and other procurement methods as permitted by CUNY and the State of New York
Develop bidders list from solicitations
Liaise with CUNY Legal for approval of contract boiler plate, as well as auditor and other internal and external agencies as necessary
Advertise in the City Record and NYS Contract Reporter for tax levy and non-tax levy projects, RFP???s and other contracts
Assist and perform Fixed Asset Inventory, utilizing the module in CUNYFirst, CUNYBuy
Ensure that all purchase requisitions are processed in a timely manner
QUALIFICATIONS
Bachelor's degree and four years' related experience required.
PREFERRED QUALIFICATIONS
Bachelor???s Degree in Accounting, Business Administration, Finance or closely related field
Knowledge of CUNY and State of New York accounting and auditing principles, and purchasing regulations
Experience with interpreting and applying CUNY and State of New York regulations, policies and procedures
Work experience in sourcing commodities and services
Proficiency in Microsoft Office, Adobe and Internet
Experience in conducting procurement in a Higher Education setting
Demonstrated in-depth knowledge with State procurement process and Finance law, as well as available city, state, and federal procurement mechanisms, is highly desired
Knowledgeable of computerized systems such as Enterprise Resource Planning Systems (ERPs), preferably CUNY's PeopleSoft ERP (CUNYFirst), CUNYBuy, State Financial System (SFS), and other related Purchasing and Accounts Payable systems
Excellent interpersonal, verbal, and written communication skills
Excellent team building, decision-making, and organizational skills
Strong analytical and technical skills
