Reporting directly to the Director of Non-Tax Levy Entities, the Finance Manager provides financial support to the Non-Tax Levy Business Units. The Finance Manager oversees the revenue and expense activities and develops the annual division budget. Responsibilities for this position include but are not limited to:
Directs the financial operations of various College non-tax levy funds.
Creates and monitors the annual budget for various non-tax levy funds.
Prepares financial reports for internal review by the Board of Directors.
Assists and advises program leaders in non-tax levy areas in developing, monitoring and reporting annual budgets.
Oversees the reconciliation and distribution of various financial statements to College Administration.
Develops effective policies for recording the fiscal operations and manages high-level accounting activities, such as amortization of deferred financing costs and swap notes.
Establishes and maintains sound accounting practices, in accordance with GAAP and University policies and procedures. Provides technical assistance on the appropriate use of funds and the methodology for accessing accounts.
Reviews and approves daily deposits, accounts payable and monthly journal entries.
Performs the month-end, mid-year, and year-end financial close.
Liaises with auditors and other internal and external agencies as necessary.
Develops and maintains internal schedules relating to payroll and audits.
Prepares financial statements and variance analyses required for mid-year and year-end.
Oversees and ensures the accuracy of the CUNYfirst reporting for all non-tax levy entities.
Oversees the reconciliation of all bank accounts.
Manages the fiscal year-end closing process for all non-tax levy funds.
Manages and performs cash forecast analysis of revenue and expense to measure month end and year end projections.
Designs training sessions for office and necessary personnel on the CUNY Systems.
Supports the director in necessary presentations to the board of directors/committees.
Conducts analyses of programs and develops strategies and plans to enhance cost effectiveness.
Manages relationships with internal and external offices and vendors, such as Accounting, Budget, Procurement, Payroll Offices, the Research Foundation, CUNY Central Office and other college academic divisions.
Implements, trains, and ensures compliance with GASB in accordance with CUNY guidance.
Oversees ADP payroll.
Supervises professional staff of 2 employees.
QUALIFICATIONS
Bachelor???s degree and six years??? related experience required.
Preferred Qualifications
Familiar with PeopleSoft, Financial Edge, Banner, Microsoft Office.
Familiar with CUNY policies and environment.
Strong analytical and organizational skills.
Critical thinking and problem-solving skills.
