| | ESSENTIAL FUNCTIONS AND RESPONSIBILITIES - Assist the Vice President Finance in developing overall strategies, plans and programs to obtain funds, in a timely manner, for the successful operation of the company and for the construction of new major generation and transmission projects and refinancing of existing debt.
- Assist in the designing Tri-State's long-term capital structure and evaluating specific financing alternatives. Periodically review patronage capital return strategies and board financial goals, evaluate alternatives, and recommend changes.
- Assist with coordinating long term financing activities with investment banks, commercial banks, lenders, rating agencies and other parties.
- Assist with drafting and negotiating financial and related documents, including loan agreements, offering documents, bond documents, SEC (Securities and Exchange Commission) documents, and filings.
- Monitor capital markets, energy and G&T financial transactions and evaluate and communicate changing market conditions to the Vice President of Finance and senior management.
- Assist with interactions with appropriate lending institutions, rating agencies and other financing institutions to obtain funds.
- In coordination with Vice President Finance, Corporate Finance Administration Manager, external counsel and internal organizations help prepare Inflation Reduction Act RUS "New ERA" application(s) and prepare loan and grant applications.
- Assist in the development and maintenance of investor relations.
- Assist with providing ongoing coordination of finance activities with other functional areas of the company.
- Assist with representing Tri-State, as required, on various committees regarding financing issues, requirements and objectives involved with financing activities including major generation and transmission construction projects.
- Back up Corporate Finance Administration Manager: preparation of compliance certificates, financial forms and reports, as required by debt and lease agreements.
- Assist with developing and maintaining detailed records of all financing and related activities including project financing.
- Assist with developing and preparing presentations and reports for senior management and members of the Board of Directors.
- Prepare other related reports and special projects as requested.
- Because Tri-State is an electric utility with continuous service obligations to its customers, regular, reliable, and predictable performance of the essential functions and responsibilities is an essential function of the job.
- Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

REQUIRED JOB QUALIFICATIONS Education and Training: - Bachelor's degree in finance, business administration, or related field, MBA and/or CPA preferred.
Knowledge, Skills, and Ability: - Experience in and knowledge of financial markets, including private and public debt markets, lease markets, bank facilities, and other related markets.
- Experience in and knowledge of commercial and investment banking activities, products, and services.
- Experience in the negotiation of and knowledge of contractual financial instruments including indentures, offering statements, load agreements, and related financial instruments.
- Experience with and knowledge of accounting principles, financial analysis techniques and methodologies, taxes and related issues.
- Ability to work cooperatively and communicate effectively with all levels of employees and outside business contacts/
- Working knowledge of computers including extensive knowledge of spreadsheets, word processing, databases, presentation software, financial tools, printers and related equipment and products.
- Excellent verbal and written communication skills.
Experience - Ten (10) years of related experience in financing large corporate activities and/or projects.
- Experience with and knowledge of financing products and services, including long term secured and unsecured debt, leases, construction financing, interest rate swaps and other related products.
Other: - Willingness to travel, as required.
DESIRED JOB QUALIFICATIONS - Supervisory experience, desired.
- Experience in the electric utility industry is desirable.
