Description:
Position Summary This position provides management oversight and coordination for all aspects of financial and administrative shared services for the Vice Chancellor for Innovation portfolio. This includes leadership in the areas of strategic planning, financial and operating models, and budget development for the Office of the Vice Chancellor for Innovation (OVCI) and all reporting units. The Director will work closely with the Associate Vice Chancellor for Innovation to strengthen overall organizational capacity and advise on budget, organization, and business processes to ensure effective operations and efficient use of available resources.
Duties & Responsibilities
Provide strategic leadership for the general business operations of the units to ensure effective use of university resources. Ensure a level of service (time and accuracy) that meets the needs and expectations of the VCI units.
Lead financial planning for VCI units and oversee annual budget process. Make recommendations for resource allocations, fiscal year budget, and long-term budget planning. Work with VCI units to prepare budget materials and evaluate proposed budget requests.
Oversee management of all active funds to ensure effective fund structure. Lead efforts to deliver financial reports/projections for VCI units and clearly communicate financial data to senior leadership team.
Engage in strategic planning activities to support innovation activities and expand services to meet future demand. Draft pro forma financial statements for new initiatives and support senior leadership in meetings with colleges, departments, and external partners.
Develop and apply complex financial and operating models, including tuition revenue allocation, cost recovery models, and service rate calculations. Implement cost accounting improvements and other financial strategies to enhance effectiveness of operations.
Develop, implement, and maintain processes and controls for fiscal operations, ensuring compliance with all applicable university policies and procedures.
Responsible for ongoing analysis of operational expenses and service rate calculations, as well as implementing cost accounting improvements, organizational changes, and other strategies to enhance efficiency.
Lead a team of professionals providing financial and administrative support. Cultivate a service-oriented culture committed to advancing unit goals and objectives.
Perform other related duties and participate in special projects as assigned.
Qualifications:
Minimum Qualifications
Bachelor's Degree in business or related field required. Master's Degree in relevant field (Public Administration, Business Administration, etc.) preferred.
Minimum of five years of experience in financial analysis, budget, forecasting, accounting, human resources or related field required. Experience working in a public university preferred.
Comprehensive knowledge of accounting principles, budget modeling and forecasting techniques.
Excellent organizational skills, including the ability to take initiative, work independently, and attend to multiple projects simultaneously to meet deadlines. Detail oriented with consistent accuracy.
Proven analytical and problem-solving skills.
Strong communication and interpersonal skills to work effectively with other university units to achieve OVCI goals and maintain effective and efficient processes. Excellent verbal and written communication skills required.
Ability to interpret information to make business decisions and recommendations based on analysis, best practices and an understanding of preferred outcomes.
Proven ability to operate at both a strategic and tactical level. Program strategy development and execution experience.
Preferred Qualifications
Knowledge and experience with fund and cost accounting.
Knowledge of university and state rules and regulations regarding procurement, payments, compliance, and fiscal management. Familiarity with the organizational structure, business operations, and financial policies of the University of Illinois.
Robust computer skills and proficiency in Microsoft Office applications required. Specific competencies include advanced proficiency in Microsoft Excel, experience with reporting tools, and the ability to organize data in a logical display with graphical representation. Experience with Banner, Web Intelligence/Business Objects, EDDIE, and View Direct preferred.
