Johns Hopkins University's (JHU) Center for Talented Youth (CTY) is seeking a Sr Director of Finance & Administration (SDFA), also known as a Divisional Business Officer (DBO). This individual is a key member of CTY's senior leadership team and is a strategic partner and trusted advisor to the Executive Director. Reporting to the Executive Director and with a secondary reporting relationship to the Sr. VP for Finance and Administration, the SDFA plans, organizes, directs, and strategically manages the division's administrative and financial functions.
The SDFA serves as CTY's chief financial and administrative officer and oversees finance (including accounting, budget planning, grants, and contracts, purchasing, and accounts payable), facilities, risk, privacy, information systems, and business solutions services, with dotted line oversight of human resource services. The SDFA leads the division's annual operating and capital budgets and five-year financial plan and presents this plan to university and divisional leadership.
While CTY has strong connections to, and oversight by, the university, its primary constituency is children under the age of 18, their families, and K-12 educators. CTY has about 120 full-time staff and employs about 1,500 additional seasonal staff and casual staff as a summer program and online instructors. The organization's overall operating budget for FY24 is approximately $41 million.
Specific Duties & Responsibilities
Works closely with the Executive Director and other strategic leadership to set plans and budgets to ensure that strategic objectives and initiatives across the organization are successfully implemented, managed, and maintained.
Provides creative and visionary leadership in the organization and supervision of the financial and operational functions of CTY in a way that maximizes efficiency with a strong focus on strategic priorities, continuous improvement, and infrastructure development. This includes creatively utilizing operational, capital, and endowment budgets to meet CTY goals and ensure sustainability.
Evaluates and advises on the impact of short and long-range planning, and on the implementation of new programs and strategies. Develops analytical tools to measure and improve the efficiency of key operational functions.
Develops, implements, supervises, and evaluates operational and financial policies and procedures for all business functions. Evaluates and makes recommendations to the Executive Director for operational efficiencies across areas and leverages solutions around system management and technology.
Responsible for the development of comprehensive budgets, timely financial reporting, and accurate financial projections during the fiscal year.
Advises the Executive Director on allocation of funding, hiring plans, annual planning activities, revenue generation and cost reduction strategies.
Acts as CTY's Risk Officer and oversees CTY's Crisis Management Plan and annual Incident Command staff training.
Oversees facilities. Leads efforts to develop facilities rehabilitation and expansion or contraction plans as identified in leased space needs. Manages relationship with Transwestern and JHU Real Estate office for annual space investments, parking, and maintenance.
Leads and manages critical IT (Information Technology) projects, including the multi-year CTY 4.0 project, a business and technology transformation program that includes enrollment management, CRM, and engagement systems.
Oversees all FERPA, COPPA, GDPR and CCPA privacy implications for CTY. Working closely with Office of General Counsel, JHURA and Procurement on managing parental consent language, course descriptions, data sharing agreements, third party online applications requirements and service provider contracts.
Works closely with Director of Human Resources to support ongoing resource allocations, staffing needs and training. This position is responsible for promoting the ongoing learning and development of their staff.
Collaborates with CTY's senior leadership team, faculty, and staff as well as leadership across the university, with other divisions, and with legal advisors and University Administration staff.

Supervisory Responsibilities
The SDFA leads the following teams: finance (including accounting, budget planning, grants, and contracts, purchasing, and accounts payable), facilities, risk, privacy, information systems, and business solutions services, with dotted line oversight of human resource services (in partnership with the Executive Director).
The position has 4 direct and approximately 25 indirect staff reports.
Minimum Qualifications
Bachelor's Degree in Finance, Accounting, Business Management, Administration, or a related field; Master's degree strongly preferred.
10+ years of progressively responsible financial and business operations experience, preferably in a large and complex organization.
Preferred Qualifications
Advanced financial expertise in accounting, budget planning, and financial forecasting.
Ability to analyze data for budgeting, operations, auditing, accounts receivable, and reserve analysis.
