Position Summary
A leader in global health since 2003, ICAP at Columbia University (ICAP) is situated at Columbia University Mailman School of Public Health. ICAP works in more than 30 countries globally, transforming the health of populations through innovation, program implementation, training, mentorship, impact measurement and research. In the United States, ICAP has two clinical research sites ??? the Bronx Prevention Center (BPC) and Harlem Prevention Center (HPC) ??? that are part of the ICAP at Columbia University Clinical Trials Unit (ICAP CTU). The ICAP CTU serves priority populations of great relevance to the current HIV epidemic in the United States, including Black and Latino men who have sex with men (MSM), women of color, young people, and people who inject drugs. With its highly experienced and skilled staff, the ICAP CTU pursues an innovative and comprehensive approach to HIV prevention and therapeutic research that tailors tools and strategies to the demographic characteristics, behavioral risks, co-morbidities, and life circumstances of persons living with or at risk of acquiring HIV. Research focuses on interventions that will reduce HIV infections across populations and improve the quality of life for people living with HIV. Central to the ICAP CTU???s mission is full engagement of the communities where the research sites are situated to ensure full input from community organizations and members.
ICAP is seeking a Finance & Operations Officer to oversee day-to-day financial & operations management of the Harlem and Bronx Prevention Centers, reporting to the ICAP Clinical Trials Unit Coordinator working in close coordination with the ICAP finance and the ICAP Award Management Teams.
Responsibilities
??? Monitor, manage and provide oversight of daily expenses at HPC and BPC, including posting expenses into the CU finance ledger (30%) ??? Lead and participate in monthly financial pipeline check-ins with BPC and HPC site leadership, award management and HQ finance; (10%) ??? Conduct periodic pipeline and burn rate analyses, audits of actual expenses and budget to actual comparison to facilitate financial and programmatic planning; (5%) ??? Actively participate in the development of budgets for all studies in collaboration with ICAP Award Management team; (3%) ??? Create tools to financially manage studies, such as tools to manage day-to-day expenses that link to budgets, forecasting tools and invoiceable expense trackers; (10%) ??? Oversee procurement of office and program-related equipment, ensuring adherence to all donor, Columbia University and national regulations; maintain appropriate inventory of supplies and equipment, taking special care to ensure that all items are adequately documented, and costs are appropriately chronicled; ensure that bid analysis is done and filed as part of the supporting documents for all purchases; liaise with vendors if there are questions/issues with invoices; (4%) ??? Provide monthly rent and Level of Effort (LOE) allocations analyses to the ICAP Operations and ICAP Finance teams for processing and expensing; (5%) ??? Lead the development, management and finalization of all study milestone invoices; (10%) ??? Participate in new study start up meetings; (3%) ??? Ensure proper housekeeping of electronic files, physical and project assets are accounted for and that documents are saved in ICAP???s knowledge management platform; (5%) ??? Develop and maintain yearly unrestricted budgets for HPC and BPC; (5%) ??? Coordinate the execution of all subaward agreements for the CTU and process subaward invoices. (5%) ??? Performs other duties, as assigned, in support of ICAP???s project management program (5%)
Minimum Qualifications
Bachelor's Degree in Finance, Business, Public Health, Administration or equivalent in education, training &/or experience.
Preferred Qualifications
3 years of professional experience.
Strong analytical and organizational skills
Strong interpersonal skills to work effectively across teams
Proficient with Microsoft Office Suite (e.g., Excel, Word, Outlook)
Knowledge of US Government Rules and Regulations on award management and reporting
Demonstrated experience working in a fast-paced environment, coupled with experience with international protocols, non-profit organizations or academic institutions is highly desirable
Other Requirements
Travel as needed to ICAP's Harlem and Bronx Prevention Centers
