Reporting to the Director of Procurement, the Finance Procurement Specialist, Assistant Directorwill work with Accounts Payable and Property Management as well as all departments to develop, document and enhance the end-to-end pay to procure process. The candidate will work in a team environment identifying opportunities to streamline workflow and improve efficiency. S/he will also participate in the development of formal Requests for Quotes, competitive bidding and other procurement projects as assigned. The Finance Procurement Specialist will also conduct capital project administration, analyze and interpret statements of financial obligations, prepare appropriate reports, provide follow-up measures to reconcile and improve current practices when necessary.
In addition to the CUNY Title Overview, duties will include, but are not limited to:
Assist with overseeing the preparation of Specifications for bid contracts, RFP???s, RFQ???s.
Develop bidders list from Solicitations
Oversee encumbrance Activities and consult with the Director of Purchasing
Supervise the process of acquiring goods and services assuring best value added, adhering to procurement procedures of CUNY and New York State
Assists with the negotiation of contracts with vendors based on price and product specifications.
Recommends and implements process improvements.
Supervise and train personnel and staff
Create written reports as Director
Able to manage and work with oracle software.
Compile data related to Purchasing and Contracts and prepare written reports as necessary; run reports in CUNYfirst or CUNYbuy and do an analysis
Represent the Director and University on committee???s as needed
Coordinate with Director of Purchasing on Procurement Matters
Assume Directors Duties in their absence
Perform other duties as assigned.
QUALIFICATIONS
Bachelor???s degree and four years??? of contracts and purchasing experience required.
A preferred candidate should have:
Bachelor???s degree in Accounting, Business Administration, Economics or Finance.
Knowledge of CUNY and State of New York accounting and auditing principles, and purchasing regulations.
Experience with interpreting and applying CUNY and State of New York regulations, policies and procedures.
Work experience in sourcing commodities and services.
Proficiency in Microsoft Office, Adobe and Internet.
Familiar with
Knowledge of computerized systems such as PeopleSoftFinancial Management System (FMS) and State Finance System (SFS), or any other ERP systems.
Excellent interpersonal, verbal, and written communication skills.
Excellent team building, decision-making, and organizational skills.
Strong analytical and technical skills.
