Job Function: The Finance Director is responsible for all financial matters of Early Education and Care, Inc. S/he will report to and work closely with the Executive Director while overseeing all compliance and recognition for government contracts and private grants. S/he must be able to adapt to a continually evolving environment and thrive in an autonomous and deadline-oriented workplace while managing a finance staff.
Specific Job Duties:
Be knowledgeable of the agency’s funding sources and their specific requirements insuring that compliance is maintained.
Prepare financial reports as required by funder and regulatory agencies.
Prepare Head Start funding applications.
Evaluate the agency’s financial needs on an ongoing basis and make recommendations to the Executive Director as appropriate.
Provide direct supervision of fiscal staff. Complete personnel evaluations on supervised staff on a periodic basis as required.
Prepare monthly financial statements for board, policy council and funder information as needed.
Keep Executive Director and the Senior Leadership Team informed at all times on financial status of the agency.
Oversee and lead annual budgeting and planning process in conjunction with the ED; administer and review all financial plans and budgets; monitor progress and changes; and keep the Senior Leadership Team abreast of the organization’s financial status.
Coordinate and oversee the annual audit process and program reviews, liaise with external auditors and the finance committee for the board of directors.
Communicate with local, state and federal funding sources to ensure systems are being maintain in an appropriate manner.
Complete and submit the annual Indirect Cost Proposal for the agency’s indirect cost rate.
Insure internal control procedures are adequate and followed to protect agency’s assets.
Oversee financial management/reporting systems; ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.
Update and maintain accounting and administrative policies and procedures for a wide-ranging set of activities including financial accounting and reporting, employee relations and other corporate policies.
Use peer-to-peer cross-training to strengthen the accounting department and provide more flexibility, and aiding professional development while also helping our business meet its overall goals.
Sit on committees, groups, etc. as requested by the Executive Director representing the agency.
Serve as a back-up performing various functions as required in all supervised component areas.
Represent the agency in a professional manner at all times speaking with the public on the agency’s behalf as required.
Attend required in-service meetings.
Actively participate in the planning of agency fund-raising events, such as Kidfest, Annual Banquet, and other activities sponsored by EEC. Attendance is required at these events.
Responsible for gathering resources that will support contractual match requirements for EEC’s funding sources.
Abide by the policies as set forth by the EEC’s Board of Directors.
Limits of Authority: Act under the supervision of the Executive Director and assume any and all duties as delegated. Supervise assigned staff as required.
Education & Experience: Master’s degree in accounting or related field preferred. Bachelor’s degree in accounting or related field accepted with three (3) years of successful experience in administration and accounting in human services or related programs, preferably as they relate to non-profit agency administration.
Three (3) years of successful experience in the supervision of professional and support staff.
Knowledge, Skills, & Abilities: Must be able to travel as needed.
Ability to communicate effectively orally and in writing.
Ability to organize work, project needs and work independently.
Ability to supervise staff in a professional manner.
Basic to intermediate computer literacy.

The work environment is representative of the needs that must be met by an employee to successfully perform the essential functions of this job. Work is performed in a normal office environment. The noise level is usually moderate.
