The Finance & Budget Analyst will serve as one of several financial professionals within the post-award unit in the Office of Research Administration. They will work closely with campus faculty, project directors and administrative staff in monitoring expenditures and project activities in conformance with sponsor, university and auditor requirements. The Finance & Budget Analyst manages an assigned portfolio of sponsored projects and is the primary contact for questions from campus faculty and staff related to that portfolio. They will serve as a liaison to other institutional offices, sponsors and auditors, as needed, related to project terms and conditions, expenditures, business procedures, cash management, regulatory requirements, reporting procedures and other sponsored projects activities. Job duties will include, but not be limited to:
Banner Fund Oversight/Maintenance and Transactional Review – 40%
Maintain and provide oversight on Banner system funds for portfolio of projects. Banner maintenance may include entering the project data in the accounting system and establishing fund and fund attributes, allocation of budget categories, processing of financial transactions and monitoring cash management and fund balances. Maintenance may include any/all activities related to the fund monitoring including approving EPAFSs, processing redistributions of payroll and processing position change forms. Assist award set up team for final closeout. Review of budgets and expenditures to assure compliance with applicable rules and regulations. Pre-approve some transactional documents and will post-review expenditures for project restrictions. Monitor expenditures for compliance with sponsor allowability, allocability/relatedness, reasonableness, timeliness, funds availability and other sponsor requirements.
Internal & External Sponsored Award Post-Award Communications – 25%
Communication with campus faculty and staff, other institutional offices, sponsor agencies and auditors related to specific project activities. Serve as a primary point of contact for sponsors, auditors and campus stakeholders for the assigned portfolio of projects.
Award Reporting and Invoicing – 25%
Preparation of final and interim adhoc invoices and university and sponsor financial reporting. All reconciliations are based on expenditures incurred and sponsor requirements. Prepare sponsor financial reports and coordinate final cash reconciliation and Banner fund closeout. All activities are completed on a deadline basis. May use multiple forms/formats and on-line sponsor systems in submission of reports and cash requests.
Operational Support and Planning – 10%
Other supportive duties, as assigned. In addition to maintenance activities related to the specific portfolio, each Finance & Budget Analyst supports general functions and tasks related to the overall performance requirements of the office. Other activities may be assigned based on office workload or other operational priorities. Other activities may include (but not be limited to) invoicing, cash draws and cash management, sub-audit/monitoring, effort reporting, internal controls, systems keying, work-flow routing, scholarship/travel/PORT/JV or other internal system approvals, internal/external audit response, Banner quality control, compliance quality control, procedure/policy/workflow development and monthly/quarterly/annual/ad hoc management or audit reports.
