The VP of Finance and Administration serves as a strategic partner and advisor to the CEO and key stakeholders, with primary responsibility for leading fiscal planning, compliance, reporting and assessment functions of the Agency in accordance with generally accepted accounting principles. Provides accurate financial analysis, reporting, and cash flow projections. Coordinates accounts receivable/payable, bank reconciliations, financial closing activities, grant administration, and audits. Oversees the Agency’s insurance program, facilities, and real estate. Manages the Agency’s accounting/finance, operations/business, and IT staff.
Position Responsibilities:
Business Strategy
With the leadership team, build conditions and execute a strategy for growth and continued leadership in the social service sector
Provide leadership in the development and continuous evaluation of short and long-term strategic financial objectives
Make recommendations based on extensive, detailed knowledge of the Agency’s fiscal performance and capabilities
Make risk-informed recommendations about business strategy, operations and activities
Executive Management
As a member of the executive team, drive the vision, values and culture across all areas of the Agency
Engage the executive/finance committee of the board of directors and the Head Start Policy Council to develop medium-, and long-term financial plans and projections
Establish and maintain strong relationships with senior managers, identifying needs, providing guidance and seeking a full range of business solutions
Participate and collaborate in decision-making on strategic initiatives, program and service offerings, the development of the operating model and policy initiatives
Represent the Agency, establish credibility, and build a trusted relationship with stakeholders, including employees, board of directors, financial institutions, auditors, public officials, vendors, etc.
Provide leadership in the continued development of a robust planning and budgeting process and performance against budget
Foster financial literacy/expertise among the management and leadership team and Policy Council members.
Provide guidance and support for cross-divisional initiatives; act as primary financial advisor on Agency contracts
Act as key executive in relationships with key advisors and vendors in legal, accounting, insurance, etc.
Keep abreast of current legal, employment, and funding regulations related to the Agency and its programs
Financial Planning and Business Analysis
Oversee and verify regular financial reports and complete analysis of financial results including operating and capital budgets, providing guidance and recommendations
Develop reliable cash flow projections and reporting processes, making recommendations that ensure the availability of funds as needed to meet operating and strategic needs
Develop and maintain forward-looking, predictive models, and activity-based financial analyses to provide insight into the organization’s strategy, operations and business plans
Accounting, Systems and Administration
Ensure internal financial controls and full compliance with all federal, state, and local regulations regarding operating behavior, GAAP practices, and business transactions
Maintain a system of accounting records and comprehensive set of controls and budgets to mitigate risk
Manage Agency accounting/finance staff
Ensure timeliness, accuracy, and usefulness of financial and management reporting for all stakeholders
Monitor and control accounts receivable, accounts payable, and payroll processing
Approve monthly bank reconciliations
Oversee and review all financial closing activities including month-end, quarter-end and year-end financial statements including general ledger maintenance, balance sheet reconciliations, and corporate/overhead cost allocation
Coordinate audits and submission of audit reports to agency governing bodies, proper filing of tax returns and ensure legal and regulatory compliance regarding all financial functions and remain up to date on audit best practices and state and federal law regarding relevant operations
Oversee the Agency’s insurance program
Additional Administrative Responsibilities
Oversee the planning, maintenance, and management of facilities
Manage the, Risk Management, and Information Technology functions
Serve at the discretion of the CEO and in his/her absence may assume those responsibilities as directed
Oversee the Agency’s real estate affairs, participating as necessary in negotiating mortgages and leases
Bachelor’s Degree in accounting, business administration or related field
Minimum 10 years of experience including full responsibility for the financial function of a complex for profit or nonprofit entity
Experience acting as the primary point of reference for financial matters, with internal and external stakeholders, including board of directors.
Experience managing and integrating finance and accounting software systems
Experience in the use of GAAP accounting, fundraising, capital management, and contracts.
Supervisory experience
Valid driver’s license for necessary travel
Preferred
CPA and/or MBA
3-5 years’ experience as CFO
Non-profit accounting experience
Financial experience in federal contracts and government grants
