OBJECTIVE/OVERVIEW: As a thought partner for the organization, the Financial Analyst will provide ongoing financial support for clinical operations working cross-functionally to lead financial analysis, identifying optimal decisions and processes and consulting with clinic leadership on potential business impacts. This would include ongoing financial reporting, variance and trend analysis, and contributing insights into the forecasting process based on trend analysis within an outpatient clinical setting. This position will also provide support to leadership throughout the budget development cycle, including model development and ensuring stakeholder engagement throughout the development and approval process. As part of the Accounting and Finance Team, the Financial Analyst will support other duties within the department including grant management and regulatory reporting. Strong communication and interpersonal skills along with proficiency with Excel and other data management tools are required for this position. This is a hybrid position requiring about 40% of time at a work site dependent on organizational needs and cycle of work.
ESSENTIAL FUNCTIONS: Financial Analyst/Clinical Operations (50%) • Track clinical operations performance related to provider productivity, clinic visits, net patient revenue, staffing, dashboard indicators, and other measures identified within organizational planning and provide timely reporting to senior leadership related to results, trends, and variances to targets. • Coordinates the analysis of target vs. actual variances on a monthly basis and partner with leadership review analysis and recommend improvement plans. Track improvements to goals and provide feedback loops to leadership on progress. Prepare monthly expense variance to budget narrative report for senior leadership and Board. • Support the annual budget process including developing and maintaining budget model, accuracy of data and related assumptions, adherence to deadlines, facilitating communication with operational leaders regarding budget process, status updates, and finalizing the budget. • Prepare and submit (input) annual PeopleSoft budget based on final budget approved by the Board of Directors of CUHCC. • Assist Financial Officer with financial forecasting model development and reporting based upon trend analysis, timing adjustments and operational performance to budget. • Provide senior management with ongoing FTE reporting that would include FTE to budget, job class to budget, and overtime tracking and reporting. Review bi-weekly payroll extracts and facilitate for approval. • Support revenue cycle management with AR valuation, charge analysis, fee schedule analysis, contract performance and other analysis as need. Provide ongoing support for net patient revenue determination by service area and visit type for financial reporting and analysis. • Support Financial Officer with the process of FQHC rate setting and validation of rates.
Departmental Support, Grants/Reconciliations (20%) Cross train and provide departmental support, as needed, in the following areas: • Manage sponsored projects from proposal to closure. This includes association of individuals related to the project with the financial transaction, creating a project budget, monitoring the actual expenses and efforts given to the projects and identifying that the correct expenses are being associated with the project, ensuring the grants are being spent down correctly and timely, and reconcile the project activity for closure and final reporting. • Coordinate with Sponsored Projects (SPA) the opening of new budgets in PeopleSoft, account field discrepancies, and the closing processes of projects. • Review and coordinate effort provided to project to ensure that all efforts are given towards each project is accurate and correct discrepancies • Proof of cash – balancing all bank statements, lockbox, batch statuses, payment information, and physical deposits to ensure all items are clearing correctly and identify any errors for correction. • Fund accounts – monthly reconciliation of the multiple fund accounts used by CUHCC including expense allocation, revenue recognition, and draw requests. • Other support as needed.
Financial Reporting/Regulatory Compliance (20%) • Support the month-end close process to including extracting data from practice management system (electronic health record) into data warehouse and developing reports for month end period. Ensure data integrity and accuracy of period and historic data at all times. Use practice management system data reporting and query tools for ongoing validation of financial data. • Support Finance Team with the accurate and timely preparation of regulatory reports to include Uniform Data System (UDS) report, Medicare Cost report (CMS-224-14), Medical Education Research Cost Reporting (MERC), Provider Tax Return, HRSA Budget Period Progress Reports and Federal Financial Reports, and HRSA Service Area Competition budget development.

Required Qualifications: • BA/BS degree in business, finance or related field • Six plus years of experience in finance or related position • Financial Analyst experience within a health care setting • Time management skills with demonstrated ability to be self-directed and meeting job responsibilities • Strong interpersonal and communication skills • Advanced to Expert experience with Excel including the development of data models, use of pivot tables, joining and consolidating data, charting data and formatting charts, and the use and creation of complex formulas.
Preferred Qualifications: • Experience with PeopleSoft • Database management experience • Practice Management (electronic health record) familiarity
