JOB TITLE: Vice President of Finance and Operations

SUPERVISES: Administrative Assistant; Director of Human Resources; Director of Information Technology, Safety, and Facilities; and Director of Business Operations
POSITION SUMMARY:
Reporting to the President, the Vice President for Finance and Operations (VPFO) is responsible for developing and maintaining financial systems that ensure the short- and long-term fiscal health of the College. This includes development and maintenance of sound, sustainable, and scalable operations in the areas of finance, human resources, technology, and facility operations to ensure ethical stewardship of state appropriations and other funding. The VPFO is responsible for ensuring there are sufficient and diversified revenues to support the College’s programmatic efforts.
The VPFO collaborates with the President’s Executive Team to provide visionary leadership, positively promote the College’s public image, encourage creativity, and support the College’s culture of collaboration and transparency. This Vice President is responsible for assisting the President’s Office with developing, communicating, executing, and evaluating budgetary initiatives in a manner that supports shared governance within the College’s community. The VPFO is responsible for leading the Departments of Human Resources, Technology and Facilities, and Business. The VPFO serves as the College’s liaison to the Board of Trustees in all matters pertaining to the budget.
Effective communication, organizational, and problem-solving skills are critical to the success of this position.
ESSENTIAL FUNCTIONS:
Conducts periodic and systematic financial reporting to the President and Board of Trustees, including oversight and presentation of monthly financial statements
Develops short-, mid-, and long-term budget plans in collaboration with divisional leadership
Prepares and maintains long-term forecasts for all financial resources
Reports the financial condition of the College to external constituents and internal in alignment with established timelines
Establishes, coordinates, maintains, and systematically assesses divisional policies, procedures, and processes
Management of physical assets, including oversight of annual inventory, maintenance, depreciation, stop-loss procedures, and scheduling replacements or upgrades
Oversees and executes shared governance pertaining to the preparation of the annual capital and operational budgets, five-year budget projections in alignment with strategic plan, and rolling five-year budget projections wherein organizational needs are identified, consensus on priorities is obtained from divisional and departmental leadership, and that consensus is translated into corresponding financial plans.
Monitors cash flow, establishes and maintains primary reserve, minimizes debt and financial loss
Complies with all internal and external reporting deadlines, including, but not limited to IPEDS, state, and federal financial and human resource reporting system deadlines
Oversees investment activities for institutional funds
Ensures the timely collection of all accounts receivable and timely disbursement of accounts payable
Oversees purchasing activities of the college, including contract management
Ensures that the college complies with financial regulatory, legal, administrative, contractual, procedural, and accounting standards for two-year public institutions of higher education
Supervises and evaluates the divisional directors in assigned areas, including, but not limited to, Information Technology, Safety, and Facilities; Human Resources; and Business Operations
Promotes positive College culture within the division through transparent ethical practices and effective communication
Pursues continual improvement through oversight of work activity to increase divisional efficiency, effectiveness, and productivity of assigned areas

Work Hours: 8:30 am to 5:00 pm, Monday through Thursday; 8:30 am to 4:30 pm, Friday.
This position requires flexibility and varied hours, which may include evenings and weekends.
Full-time salaried employees are expected to work 40 hours weekly.

Infrequent travel required

MINIMUM REQUIREMENTS:
Bachelor’s degree in accounting, business, or related field required
Competency in strategic and budget planning, financial analysis, policy development
Experience as a leader in a complex and fast-paced environment
Experience in financial modeling and forecasting
Capacity to make difficult decisions and execute them effectively in a timely manner
Experience in negotiating contracts, vendor agreements, and major financial arrangements
Effective communication skills with a focus on transparency
Ability to translate technical and financial information with clarity and care to multiple constituencies
Demonstrated ability to work cooperatively and collaboratively with colleagues, subordinates, superiors, and governing boards
Ability to solve problems diplomatically with challenging issues and people
Exceptional organizational and multitasking skills to include simultaneously management of multiple complex tasks, priorities, deadlines, and supervisory responsibilities
PREFERRED QUALIFICATIONS:
Graduate degree in accounting, business, or related field
Leadership experience in higher education finance, preferably within a public two-year college setting
Extensive background in business, accounting, financial management, and contract review
Candidate without higher education backgrounds who demonstrating considerable private or non-profit experience managing financial affairs at the C-suite level may be considered
