The CUNY School of Medicine (CSOM) at The City College of New York (CCNY), is the only medical school in the City University of New York system. Our innovative curriculum allows students to complete both their undergraduate Bachelor of Science (B.S.) and Doctor of Medicine (M.D.) degrees in seven years. CSOM also offers a Master of Science degree in Physician Assistant Studies (P.A.). The Administration and Finance Office is currently seeking a Finance Manager for Procurement. The incumbent will report to the Associate Dean for Administration and Finance, with some oversight by the Director of Business and Fiscal Affairs at the City College of New York???s Finance Office. In addition to the CUNY Title Overview, the Procurement Manager???s duties include but are not limited to the following responsibilities:
Supervise and collaborate with college staff and ensure all activities related to goods and services are acquired in accordance to applicable guidelines and regulations.
Advise internal college staff with regards to current products and services available under established contracts.
Provide training and technical assistance to faculty, staff, and administrators about procurement regulations and procedures.
Work collaboratively with internal and external College stakeholders: the School's academic and operations departments; other units with the City College of New York's Office of Finance including but not limited to: Budget, Financial Accounting and Accounts Payable; the University General Counsel's Office; the Central Office of Procurement; and the Central Office of Facility Planning, Construction, and Management.
Review , recommend and implement process improvements.
Draft, revise and issue solicitation documents and procurement record memoranda related to a variety of procurement approaches, including: Request for Quotes; Requests for Proposals (RFPs) and Invitation for Bids (IFBs}; sole and single source procurements in accordance with State of New York and University procurement guidelines; and other procurement methods as permitted by CUNY and the State of New York.
Successfully complete procurement processing including, but not limited to: advertising tax-levy funded contracting actions in the New York City Record and NYS Contract Reporter; conducting site visits, issuing addenda, publicly open bids, facilitating an evaluation committee review of proposals, providing debriefing to unsuccessful respondents; determining vendor responsibility, facilitate CUNY Board of Trustee review of applicable contracts; creating contracts in the College's procurement systems, and submitting contract documents to oversight authorities.
Dispatch purchase orders against New York State Office General Services agreements and New York City Department of Citywide Administrative Services Requirements contracts.
Promote and encourage the utilization of minority women-owned business enterprises and service-disabled owned businesses in accordance with University and State of New York regulations policies.
QUALIFICATIONS
Bachelor's Degree and six years' related experience required.
Preferred Qualifications:
Bachelor's degree in Business, Economics, Accounting, Finance or closely related field
Experience in conducting procurement in a Higher Education setting
Six (6) years of supervisory experience in Purchasing Operations.
Demonstrated in-depth knowledge with State procurement process and Finance law, as well as available city, state, and federal procurement mechanisms, is highly desired
Knowledgeable of Enterprise Resource Planning Systems (ERPs), preferably CUNY's PeopleSoft ERP (CUNYFirst), State Financial System (SFS), and other related Purchasing and Accounts Payable systems.
Proficient with the Microsoft Office suite of products, particularly Outlook, Word, Access, and Excel.
Strong organizational, interpersonal, and communication (verbal and written) skills.
Detail-oriented and accurate with strong quantitative, financial, and critical thinking skills.
Candidates will be required to provide proof of being fully vaccinated against COVID-19 upon commencing employment.
