The new Division of Campus Community Safety unifies front-line public safety units across the University for a holistic approach to campus community safety, innovation in approaches, and clarity in leadership responsibility and accountability. Key units include UW Emergency Management, SafeCampus and the Seattle campus UW Police Department. Division staff work daily in partnership with units across and outside the UW system to both create safer, welcoming campus environments; prepare for potential natural or human-made disasters; and respond appropriately to incidents.
We have an outstanding opportunity for a Business Operations Finance Manager.
Reporting to the Vice President, the Business Operations Finance Manager oversees the financial and budgetary administration of the University of Washington Division of Campus Community Safety (DCCS). Functional areas include, financial management of the division and its unit’s annual budget, assisting with writing Memorandums of Agreements with Departments and external entities, managing program resources, revenue cycle strategy and development, and supervision of financial shared services staff.
This position is responsible for overseeing the financial management and business transactions of a new division with a new Vice President overseeing three units, UW Police Department, Emergency Management and Safe Campus. All three areas interact with internal and external entities in providing both direct services and resources to the University community. Additionally, the UW Police Department has the largest budget of $9M budget. Specific services are provided for a fee and separate tracking is required. The Department had a history of overspending and just cleared a $900K deficit. An audit was also just completed. Adherence to recommendations is critical to ensure financial integrity and sustainability. Ongoing review and analysis are critical moving forward.
The Business Operations Finance Manager must be capable of managing multiple and competing priorities with frequently tight deadlines skillfully, reliably, accurately, and confidentially while demonstrating discretion and independent judgement in all areas of operation. Input and demand may come from multiple directions, people, organizations and activities and complexity is amplified by competing priorities that are presented many times during a day. Managing this breadth and complexity requires a good working relationship with Division leadership and members of their teams; building excellent rapport with support staff; ability to analyze and problem solve; the demeanor to welcome the unexpected; resilience and stability in stressful situations; an ability to maintain an optimistic outlook; a capacity and desire for innovation; and a willingness to embrace change and process improvement.
The Business Operations Finance Manager must exercise discretion and independent judgment to provide executive-level guidance and support to members of the Division of financial and business management. The position requires the Finance Manager to handle issues with tact and sensitivity and to maintain a high level of confidentiality.
Duties & Responsibilities
Finance Management and Administration (60%)
•Demonstrate extensive knowledge of budget and financial policies to appropriately utilize multiple sources of funding and revenue. •Ensure financial integrity and compliance with federal, state, and institutional policies and regulations. •Develop and prepare budget proposals based the division strategic plan, including service contracts and other funding proposals. •Provide management oversight of financial accounting and month-end closing including budget to actual reconciliation and reporting. •Provide regular financial reports for Division leadership, create budget expenditures reports for specific projects, and overall budget projections. •Identify and use UW proprietary and commercial financial software applications to facilitate division cost accounting, billing/collections of recharge centers, forecasting, and planning •Analyze and control budget variances to ensure prudent financial management •Design and monitor systems of measurement and internal controls to safeguard assets and resources and to satisfy auditing requirements •Plan, organize, and direct the division’s financial shared services unit, including the planning, budgeting, and accounting functions oDevelop and implement appropriate internal controls oAssign, direct, and review the work of staff who maintain division budgets/accounts oEstablish and maintain the division’s account management procedures in accordance with generally accepted accounting principles. oImplement appropriate University and State policies and procedures for payroll, purchasing, travel requests, and reimbursements. •Assist Division leadership to develop long-term strategic objectives. •Manage timelines, reports, renewals, and closeout of contracts.
Leadership and Team Management (20%)
•Provide day-to-day leadership to 1 full-time employee. •Manage and collaborate with a diverse group of colleagues and peers; placing value on creating a diverse team and a culture of inclusivity. •Develop and manage the annual budget and contract proposals with discretionary authority. •Hire and oversee contract vendors as appropriate. •Responsible for management, staff development, and career enrichment for the Division’s Financial Shared Services team
Process Improvement and UW Financial Transformation Implementation (20%)
•Actively engage and/or lead efforts to successfully implement the new UW Financial systems for the Division and its units, including transitioning current business practices to future state. •Continual evaluation and improvement of the delivery of services to students, parents, alumni, academic departments, and colleagues which include policies, procedures, web self-services, communications, and staff performance •Other duties as assigned
Requirements include:
•Bachelor's degree, preferably in Business Administration, Accounting, Finance, or a related field. •Four (4) years of progressive experience financial management and analysis, accounting accounts receivable and payable, rate proposal development and financial reporting is required. •Supervisory and staff management experience. •Proven ability to develop and establish positive and productive business relationships and work collaboratively with colleagues and external partners, vendors, and customers. •Ability to communicate clearly, accurately, and effectively both in writing and verbally; sensitivity to language relating to race, ethnicity, gender, sexuality, and ability/disability. •Proficiency with databases, accounting software, spreadsheets, and Microsoft Office Suite
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
