Montgomery College, Office of Business Services has a need for a full-time, Finance Director. Work hours are typically between the hours of 8:00 AM and 5:00 PM Monday through Friday with some evening/weekend hours depending on need. This is a non-bargaining, exempt, grade 35 position. The position is located in Rockville, Maryland.

Under general direction, an incumbent in this job class provides leadership, oversight, and guidance for a team of accountants who prepare all financial reports for the College and maintain the financial records and general ledger accounts. Manages and coordinates year-end accounting requirements in preparation for year-end audits and other reporting requirements. Provides documentation and resolution and convenes and leads meetings to address outstanding audit issues. Reviews financial data on grant applications and other external reports, including, but not limited to IPED, CC4, CAFR, Middle States, and IRS Form 990. Works with the information technology office and other College departments to analyze, review, implement, and document systems usage related to financial reporting and analysis.
Contacts include College leadership; budget, procurement, information technology, County financial staff, and other financial staff; and outside consultants and auditors for the purpose of exchanging information, collaborating, and resolving problems
Duties include but are not limited to:
Serves as the main point of contact for internal and external customers or service providers for finance and accounting inquiries, audits, or examinations.
Supervises the monthly and year-end close of the accounting system to produce accurate accounting measurement and reporting.
Leads, directs, and supervises three managers who oversee teams dedicated to student financial records, grants, taxes, capital assets, treasury management, accounts payable, and general ledger accounting and reporting.
Ensures reconciliations of general ledger accounts are performed timely and reviewed for accuracy and completeness.
Sign vendor, student, and employee checks after ensuring proper review and assessment of spend category and approval.
Acts as the liaison with auditors to ensure the annual financial statements and other audited reports are prepared timely in accordance with all applicable accounting, compliance, and regulatory standards. Coordinate the preparation and financial statements, financial notes, and all ancillary documentation needed to support financial reports.
Directs and oversees internal Board reports on a quarterly basis and ad hoc as requested.
Oversees the completion of annual required tax filings for the college and its supporting foundation, PIC MC.
Support the completion of financial data for mandatory reports required by outside organizations including but not limited to IPEDs, Middle States, and PAR.
Oversees financial internal controls for the safeguarding of financial assets and implements changes as needed.
Adheres and educates teams on policies and procedures and implements changes as needed. Supports the college mission and upholds the college values.
Participates in and encourages professional development for self and team members to stay abreast and educated on new pronouncements, regulations, or compliance matters relevant to public education.
Performs other related duties as assigned.
Bachelor’s degree in accounting, finance, or related field
Minimum of five years of progressively responsible professional experience in accounting, particularly non-profit, governmental, and Governmental Accounting Standards Board (GASB) requirements, preferably in higher education.
Supervisory experience of professional accounting staff.
Thorough knowledge of accounting and financial management.
Knowledge of or ability to develop knowledge of the College's mission, vision, and values; policies and procedures; organizational structure, and operations.
Skill in managing a team of professional accountants.
Skill in effectively communicating, both orally and in writing, across cultures with tact and diplomacy.
Skill in conflict management; facilitating and delivering presentations; and leading meetings.
Ability to: plan, develop, and evaluate programs; maintain confidentiality; analyze and resolve problems; operate common office equipment and applications; respond quickly and effectively to difficult and/or time-sensitive situations; work independently and as part of a team; travel to other campuses and locations, and to work some evenings and/or weekends as necessary.
