The Finance department supports systemwide capital projects and capital raising activities. We access capital markets to finance capital and working capital needs for the university's campuses, laboratories, and medical centers. We provide leadership and support in capital project policy, planning, design, contract and regulatory issues. We also originate and service mortgage loans for certain faculty and senior staff.
The Capital Markets Finance Officer 4 reports to the Director of Capital Markets Finance and manages key aspects of the University's debt capital portfolio. The role is critical in guiding the strategic use of debt to help the University finance projects that further the mission of teaching, research and public service. The position will provide leadership on debt capacity analyses, bond transactions, and other external and internal debt related activities and must have strong financial modeling and PowerPoint skills. The position will work closely with colleagues throughout the system, including Capital Planning, Real Estate, the Chief Investment Officer's office and external partners and must be a collaborative team player.
25%Develops financial models and provides complex analysis related to the University's debt capital portfolio, particularly the University's Central Bank. Works closely with campuses and medical centers on financing requests related to project feasibility and University policies. Ability to distill complex information and analyses into reports and presentations. 20%Helps to coordinate the bond transaction process with internal and external parties. Responsibilities include document preparation and review, preparing for the rating agency process, helping with due diligence, working with campuses and medical centers to finalize project costs, reviewing and modeling cash flows, and other activities that arise throughout the process. 20%Oversees the management of the University's debt portfolio through the DBC Debt Manager and Finance systems, including providing guidance and support to the other team members. Provides complex analysis related to the DBC reporting. 15%Monitors other capital markets financing activities, including commercial paper, variable rate debt, liquidity, swaps and internal loans and compliance with all internal and external policies and regulations. Develops and implements systems to streamline processes and programs that arise out of the growth of the University's debt capital program. 10%Leads the University's work related to the UCRP borrowing, including coordinating with departments systemwide, providing complex analysis and scenarios related to the borrowing. In addition, works closely with the Director on strategies related to the borrowing. 10%Manages tax due diligence for capital leasing programs at the 10 campuses and medical centers. Works with procurement and the Office of the General Counsel to maintain the Capital Lease Agreement and confirm the leasing process is in compliance with UC policies.
5 years of relevant experience required. 7+ years of experience preferred.
Advanced knowledge of municipal finance concepts, accounting principles and financial reporting
Advanced skill and experience in applying financial and business analysis techniques and in developing sophisticated financial models.
Advanced ability to prioritize workload quickly and efficiently to meet strict deadlines with multiple projects.
Extremely detail-oriented with advanced ability to work with and manage large amounts of data.
In depth ability to effectively communicate complex information to management both verbally and in writing.
Advanced interpersonal skills and ability to work effectively with colleagues in person and remotely.
Advanced skills in use of common desktop / web applications, particularly advanced skills in Excel-based financial modeling.
Advanced knowledge and experience in developing systems.
Advanced knowledge and experience in DBC Finance and/or DBC Debt Manager.
Bachelor's degree in Finance, Accounting, Economics, Business Administration, or related field.
