Vice President, Finance and Administration, Cincinnati Children's Research Foundation, Department of Pediatrics
OVERVIEW:The Vice President will provide strategic leadership for the Cincinnati Children's Research Foundation (CCRF) and Department of Pediatrics (DOP) Finance and Administrative function with a focus on budgeting, financial analysis, planning and reporting. Ensures alignment of operations and collaborative partnership in execution along with institutional, CCRF and DOP leadership. To provide, communicate and implement strategic, operational and programmatic plans and policies to drive outcomes that will help ensure financial stewardship, sustainability, and growth within CCRF/DOP to further CCHMC missions and enhance the strategic direction, culture, business objectives and overall initiatives of CCRF/DOP.

Financial Leadership - Develop and implement enhanced and optimized systems integration and funds flow plans for efficient tracking, metrics and automated reporting to support effective forecasting, budgeting, grants accounting, workforce planning and allocation. Plan, develop, implement and manage the operating and capital budgets and related processes for the CCRF and the related hospital accounts. Review data and systems which capture charges in order to maximize reimbursement for services rendered; monitor compendium for accuracy and appropriateness of charges. Research and develop opportunities for revenue development; obtain funding from outside sources. Conduct financial and quantitative analysis and monitor existing or proposed programs and services. Plan, guide and assist the divisions in developing and managing their respective Business Plans to include physician recruitment, plan development, financial and other support. Ensure timeliness, accuracy, availability and security of information while providing the exchange of appropriate financial information. Support and partner with key stakeholders on space strategy and allocation
Clinical and Research Leadership - Develop and implement policies and procedures, and allocate the necessary resources to guide and support the capture of CCRF's Physician Billings, Combined billings, and hospital fees. Plan and manage the development of new and current clinical programs in partnership with the Chief of Staff to align on operational delivery. Collaborate with key stakeholders to plan, implement and evaluate services, programs, charge structure, and process changes. Promote both internal and external customer service through the development and implementation of programs and standards which reflect that goal. Provide leadership for and management of all the relevant components relating to the CCRF programs and initiatives in the areas of advanced access and flow for both inpatient and outpatients. Provide for continuity of services and ongoing management during periods when there is no Business Director assigned to one of the CCRF divisions. Promote strategic oversight fordata driven decision making in research funding as well as the sponsored programs operational processes; Provide guidance and recommendations in the research strategic plan related to collaborations with other academic centers and industry.
Academic & Education - Plan, develop, implement and manage faculty and staff workforce planning, recruitment and retention, students/graduates/post docs/resident/fellow administrative business processes. Maintain effective relationship with UC in administration of the affiliation agreement and related programs.
Strategic Business Management - Effectively collaborate with operations, clinical and research leaders to facilitate effective problem solving and efficient execution of processes (establishing and monitoring metrics). Develop and implement eefficient and optimized systems aligned with and in support of CCRF and institutional strategic plans through defined plan outcomes and data driven decision making. Set the vision, mission and purpose for Finance and Administration function while blending the areas of responsibility to support CCRF/DOP in the best possible manner. Propose, research and manage the development, implementation and assessment of long and short term goals and objectives. Provides guidance and recommendations to issues outlined in the strategic plan. Prepare, coordinate, evaluate and manage annual fiscal operating and capital equipment budgets for assigned areas, evaluate and manage operating expense variances monthly and prepare written reports. Develop methods for fiscal analysis, conduct financial and quantitative analysis and monitor existing or proposed services. Develop and maintain a working relationship with the management of Finance Information Systems, Legal, and other departments. Participate in the selection of sources for necessary services not provided by Cincinnati Children's. Approve and recommend reference financial and information services to the governing body as needed.
People Management - To provide leadership over people and core business processes in support of effective and efficient division operations. Manage the selection, development, evaluation and discipline of reporting personnel. Identify and communicate staff job responsibility expectations, standard and professional boundaries to which the employee will be evaluated. Provide leadership for development of departmental education goals and document accomplishments. Ensure completion of competencies and attendance at mandatory educational programs. Monitor and manage staffing and scheduling process including the control and distribution of present and future FTE's. Responsible for the control of accurate payroll records. Monitor appropriate FTE support in the clinical, professional and administrative support areas of the department. Maintain currency in all departmental policies, procedures, standards and job descriptions. Coordinate and document attendance at required CCHMC training sessions. Ensure clear and transparent communication related to clarity of roles, responsibilities, and communication processes.
Compliance - Responsible for ensuring data privacy, data integrity and accuracy, and system security. Responsible for ensuring compliance with all applicable governmental policies, laws and regulations. Maintain awareness of the regulatory environment and implement changes as necessary. Monitor methods to assure compliance with accrediting and regulatory agencies. Enforce compliance with Infection Control policies and procedures.
Quality - Direct quality assessment and improvement functions; design and implement programs which evaluate the efficacy of services. Maintain quality control programs; ensure that quality control checks are conducted and records are maintained on each procedure. Define and review performance criteria for quality control, proficiency testing and reporting of test results. Assure that corrective action is taken and documented on all unacceptable results.
Master of Business Administration Degree
10 years progressively responsible senior level experience within the areas of fiscal management and program development within a complex medical center

Professional Knowledge Possess expert knowledge and experience to assume professional, organizational and educational responsibilities for directing professionals which provide for the fiscal, clinical, research and educational needs of CCRF/DOP. Advanced functional and proficient technical knowledge of finance and administration and processes.
Technical Knowledge Computer literate and working knowledge of software applications (word processing, spreadsheet and database). Proficiency with regression analysis and other statistical techniques.
