Position Summary:
Rutgers, The State University of New Jersey, is seeking an Associate Dean of Administration and Finance for the Dean's Office at the School of Environmental and Biological Sciences. This position reports to the Executive Dean, with a dotted line reporting relationship to the New Brunswick Vice Chancellor for Finance. The Associate Dean for Administration and Finance serves as chief operating officer for SEBS/NJAES. This position is responsible for the organization, direction, and management of all administrative and business services that support the School and Experiment Station. This includes finance administration, budget and planning, human resources, facilities operations and planning, and information technology for instructional and research support. This position has overall responsibility for the development and operation of an annual School/NJAES budget of approximately $200M.
Among the key duties of this position are the following:
- Facilitates informed and successful organizational decision-making to advance the vision of the executive dean and mission of SEBS, NJAES, and University.
- Contributes to development and implementation of SEBS/NJAES overall strategic objectives, priorities, plans, and initiatives, with focus on infrastructure improvement, personnel impact, risk management, financial impact, and operational efficiency.
- Provides regular reports to the Executive Dean and senior leadership of important activities related to financial and administrative performance.
- Establishes structure and accountability for data collection and analysis that informs planning and operations.
- Provides overall leadership and management of administrative and business unit operations, including finance and administration; budget, planning, and analysis; human resources; information technology; and facilities management.
- Assures best practices are in place for efficient and professional administrative work performance and communication and coordination across offices/units. Liaise with appropriate university offices to ensure SEBS/NJAES business and administration align with University goals.
- Oversees fiscal resources for all departments and units within SEBS/NJAES.
- Provides regular consolidated financial reporting and analyses, as well as forecasts of SEBS/NJAES financial position, to senior leadership of SEBS, NJAES, and University.
- Participates in strategic enrollment planning, identifies and assesses revenue growth opportunities, and closely monitors and contains costs.
- Develops appropriate annual and long-term strategies to fund the instructional, research, IT, and facilities support necessary to meet the teaching, research, extension, and administrative needs of SEBS and NJAES; monitors and reports on instructional, research, and ancillary financial activity; coordinates administrative offices to prepare the school's annual operating budget.
- Develops new systems, policies, and practices to increase the overall effectiveness of departmental financial operations.
- Manages financial and operational risks through the development and implementation of a comprehensive system of internal controls and measures.
- Ensures compliance with Federal and State rules and regulations pertaining to accounting procedures and related business operations.
Minimum Education and Experience:
- Masters Degree in finance, economics, accounting or a related field.
- Minimum of seven years experience in progressively responsible leadership or managerial roles including financial administration management, budget, and personnel preferably in higher education administration.
Required Knowledge, Skills, and Abilities:
- Proven ability to effectively lead administrative functions, manage staff, and coordinate and implement institutional change.
- Proven ability to effectively communicate complex administrative and financial processes and practices to diverse audiences, including senior university administration.
- Excellent written and oral communication skills.
- Excellent strategic leadership, communication, facilitation, conflict management, interpersonal, relationship management and team-building skills.
- Demonstrated tact, discretion and good judgement in handling a wide range of confidential matters.
- Ability to provide operational and strategic forecasting and analysis and present budgets and plans in a timely and user friendly manner.
Preferred Qualifications:
- Experience working in a large, dynamic organization within a public sector setting.
