About the Position:
The Vice President, Business Administration & Finance serves as a member of the senior leadership team and oversees the business services department for the College. This professional and executive level position ensures the integrity of financial accounting and reporting. The Vice President, Business Administration & Finance is the chief custodian of all financial records and ensures the financial solvency of the college. The Vice President advises the College President on key policy issues which have district-wide impact. This position requires principled, effective, and efficient leadership, management and oversight for all administrative and financial activities of the college. The position requires both policy-level vision as well as the ability to oversee daily operations to ensure compliance with state statutes, audit requirements, and Polk State Rules and Procedures.
Specific oversight includes: Business and Finance: Accounting and Finance, Budget, Business Services, Purchasing, Risk Management, and Auxiliary Services; Facilities Services and Planning: Facilities Planning and Construction, Plant Services, Public Safety; and Human Resources: Employee Relations, Recruitment and Employment, Compensation Administration, Employee Benefits.
Work requires the consideration and analysis of major programs and problems, planning of various interrelated activities, and the coordination of multiple projects or functions involving a variety of professional specialties. Work involves participation in the formulation of broad policies and long-term programs requiring a thorough analysis of comprehensive data. Decisions serve as guides and general directives for the entire College. Work is broad in scope covering one or more complicated areas. Policy, procedure, or precedent is typically created by this position.
Essential Functions/Duties:
- Directs, plans, coordinates, and oversees the college's financial and administrative functions and physical facilities. Develops the college-wide budget, recommending policies and procedures relating to finance and purchasing, and advising the college President and other senior staff on related issues.
- Provides vision, leadership, coordination, accountability, and advocacy for Administrative Services Departments in support of the College's mission.
- Participates in the leadership of the College through interaction with the President and the other Vice Presidents.
- Directs Administrative Services areas including accounting and finance, budget development, human resources, facilities, construction, purchasing, risk management, and auxiliary services.
- Develops and supervises the budget and expenditures of all areas in Administrative Services.
- Develops long-range and annual plans for Administrative Services that support College operations and facilitate implementation of the College's goals and strategic initiatives.
- Administers budget development and control processes and facilitates involvement of college personnel.
- Reviews and provides guidance in the development of the human resources operation, including employment, benefits, classification and compensation, employee relations and records.
- Recommends policies and standards for purchasing operations.
- Provides guidance in the development of facilities planning, construction, plant services, and safety. Plans for renovation and new facilities as scheduled.
- Performs other assignments and special projects as requested by the College President.
This position is a level P22. To determine starting salary, Polk State College takes into consideration the pay level minimum, the candidate's qualifications and internal equity factors.
Required Skills:
- Requires extensive knowledge in several professional disciplines and/or singular knowledge of a specialized advanced discipline. Able to integrate information from many diverse areas. Requires extensive theoretical or highest level of organizational and/or business knowledge to manage a major segment of the college. Recognized expert in the field and consultative resource by others outside of the college.
- Expert knowledge of principles and practices of fund-based accounting and finance for a public institution of higher education.
- Knowledge of applicable laws, regulations, procedures and processes governing the Vice President’s areas of responsibility.
- Ability to communicate effectively orally and in writing with a variety of contacts of considerable importance within, and outside of, the college.
- Excellent organizational skills, with special attention to details.
- Must be able to handle multiple tasks and deadlines while working independently.
- Must be able to exercise sound independent judgment and discretion within assigned role to complete assignments.
- Ability to work well with others in all levels of the organization.
- Experience with computer, word processing, spreadsheets and databases.
- Ability to maintain extremely confidential information and manage very sensitive situations.
- Ability to work independently on broad general activities with the responsibility for planning and delegation of work.
- Ability to make major decisions within broad limitations of policies, professional standards with work reviewed through consultation and agreement with others rather than by directives from superiors.
Required Education:
Minimum of a Master’s degree in Business, Finance, Public Administration, or Higher Education Administration, or other related field is required.
Preferred Education:
A doctorate in Education or a related field is preferred.
Required Experience:
A minimum of seven years of professional management experience that demonstrates an in-depth knowledge of fiscal, administrative, facilities operations, and human resources management.
Preferred Experience:
Experience in higher education administration is preferred.
