POSITION DETAILS
In support of the mission, strategic plans and values of the Office of the University Executive Director of Strategic Sourcing and Chief Procurement Officer, the office seeks to fill one Purchasing Manager position. Reporting to the Deputy Director of Procurement, the Purchasing Manager will be responsible for leading all assigned aspects of the procurement process for specific accounts.
Other duties include, but will not limited to the following:
- Develops and implements project-based procurement solicitations, contracts and task order documents with stake holders and legal and forwards to prospective bidders/proposers, which will also include the tasks of encumbering contracts and the creation of purchase orders:
- Participates in strategic planning and re-engineering efforts; evaluates outcomes and makes recommendations regarding resources:
- Liaison with internal and external stakeholders -- at various organizational levels ??? including, but not limited to; program, legal, finance/budget, computer information services, vendor integrity, colleges, oversight agencies, and vendors, to achieve a superior, seamless support service function that results in timely and effective awards to responsive and responsible vendors:
- Review and determine the appropriate method of procurement, establish procurement plans and schedules in accordance with best procurement practices, policies and procedures and applicable law and regulations:
- Prepare, analyze, oversee evaluation and award processes of invitations For Bids (IFBs) Request for Proposals (RFPs), including participation in negotiations for contracts and other forms of solicitation:
- Manage informal and formal solicitation processes, which can include, but not be limited to advertisements, Invitation for Bid (IFB), Request for proposals (RFP) and conducts public bid openings:
- Review and edit reports:
- Participates in the development of internal policies and tools necessary to implement strategic sourcing initiatives in the e-Procurement environment:
- May supervise and/or train employees;
Note: Until further notice, this is a hybrid position, eligible to work remotely and work in the office.
QUALIFICATIONS
Bachelor's degree and six years' related experience required.
The ideal candidate will have the following preferred knowledge, skills and abilities:
- Bachelor's Degree in a business discipline;
- Knowledge of purchasing procedures and reporting principles;
- Detailed originated and accurate with strong numerical analysis, evaluation and research skills;
- Strong writing, verbal, interpersonal communications and presentation skills to work effectively with diverse stakeholders of various organizational levels;
- Work productively as an individual contributor and collaboratively as a team member and supervisor in a time-sensitive and customer responsive office;
- Strong organizational skills with ability to establish plans, manager a large and varied workload of assignments with conflicting priorities, follow-up and complete work by set deadlines;
- Proficiency using computers and standard office, financial and relational database applications and systems, especially the MS suite of products.

Assists in managing the University's financial operations, including accounting, reporting, analysis, and compliance activities.
- Advises University and College managers on funding appropriateness and proposes fiscal solutions to resolve academic and/or administrative issues
- Participates in developing University-wide budgeting policies and procedures; interprets and ensures compliance with University, State, and City policies, guidelines, rules and regulations
- Participates in strategic planning and re-engineering efforts; evaluates outcomes and makes recommendations regarding resources
- Develops and recommends fiscal policies and controls
- Prepares and manages the production of financial, statistical, and analytical reports
- Collaborates with government agencies, auditors, and others as needed
- May negotiate contracts
- May hire, supervise and train finance and/or clerical staff, and manage related administrative functions
- Performs related duties as assigned.

COMPENSATION AND BENEFITS
Salary range: $84,946 - $94,707. Salary commensurate with education and experience.
