This position will work a hybrid schedule which includes a combination of working both onsite at Towne Centre Drive and remote.

DESCRIPTION
The Information Service (IS) Finance Analyst, under minimal supervision, provides a wide-range of high-level and comprehensive financial analysis and complex fiscal management for multiple Information Services/Technology capital projects and operational budgets. Financial responsibilities include, but are not limited to, analyzing complex expense reports; projecting and tracking expenses related to capital projects; participating in short and long term budget planning processes; travel and disbursements accounting; and developing, monitoring and maintaining internal financial controls, including financial journals and reconciliation, year-end fiscal closing.
Independently resolves variances, forecasts and identifies problems, formulates solutions and/or makes recommendations in accordance with departmental, university, and agency regulations. Develops and analyzes budgets and provides guidance and assistance to faculty and staff. Operational responsibilities include purchasing, travel, expense activity, and reimbursement. In conjunction with departmental fiscal officers, incumbent will also provide financial analysis on budget actual and year to date expenditures as well as give summary reports to leadership on realization of return on investment criteria.
Incumbent will establish and provide innovative solutions for new policies and procedures and revise existing procedures as needed to ensure financial information is handled and processed appropriately within the department. Recommends streamlined procedures or policy changes to improve office and division/department practices. Trains area managers and appropriate personnel in accessing and analyzing relevant system-generated budget information. Assists in training new employees and/or cross-training established team members as determined by directors.
Provides information or reports that will be used in resource determination and allocation, and makes resource recommendations (e.g., budgeting, staffing). Uses spreadsheets and databases to interpret and organize resource information; provides customized reports. Participates in long-term goal planning for the department and health system. Advises IS management on complex purchasing issues, including sole-source justification, multiple funding sources, verification of appropriateness of funding sources used for particular expenditures, etc.
Provides oversight in the areas of purchasing, accounting and financial analysis, travel, disbursements, facilities, health & safety. Integrates department's services with the health system's primary functions by supporting organizational mission, priorities and goals, and by delivering optimal quality support services. Serves as liaison to project oversight committees and assist IS leadership in preparation of project status updates, coordinating information from design teams, end user focus groups, standing Health System committees and vendor implementation reviews.
MINIMUM QUALIFICATIONS
Seven (7) years of related financial analysis or accounting experience, education/training, OR a Bachelor's degree in related area plus three (3) years of related financial analysis or accounting experience/training.
Demonstrated experience and proven success with thorough knowledge in finance policies, practices, and systems.
