The Executive Director of Budget & Finance for Clover Park Technical College will have a leadership role in helping CPTC achieve its financial objectives through financial planning and financial management functions. This position will have broad financial responsibilities to manage, direct, coordinate, and prepare the college-wide operating and capital budgets. Through collaboration with the Finance Department, this position will be responsible for administering the annual operating budget process across the college, recommending policy, procedures, and organizational structures for an effective and efficient process.

Duties and Tasks (Essential Functions)
Duty: Financial Management
- Manage all accounting and financial processes consistent with the requirements of the Washington State Auditor’s Office, Office of Financial Management, and the State Board for Community and Technical Colleges. Ensure reporting is accurate and complete.
- Manage and coordinate all aspects of the college’s monthly, year-end, and biennial-end closing processes in conjunction with other college departments, the State Board for Community and Technical Colleges, and the Office of Financial Manage. Provide informational reports to the Board of Trustees and the college community.
- Supervise Accounting Coordinators responsible for the direct completion of college accounting, purchasing, receivable, funded students, grant and foundation accounting, and cashiering; including scheduling, leave approvals, and performance evaluations.
Duty: Manage the college budget
- Lead collaborative college budget development process including revenue forecasting.
- Present the final budget to the Board of Trustees for approval.
- Ensure that the college’s expenditures remain compliant throughout the year with the budget.
Duty: Committee participation and working relationships
- Act as the college's representative for the statewide Budget Accounting and Reporting Council (BAR).
- Provide financial information for ad hoc reports required by other departments.
- Serve on the negotiation management team for both faculty and classified bargaining units.
Duty: Financial oversight of college capital projects
- Manage all accounting and reporting as required by OFM, State Board, and Department of Enterprise Services.
- Maintain complete project files.
- Access and prepare biennial capital requests.
Duty: Oversee operations of the College Bookstore
- Monthly review of the operating results of the bookstore.
- Prepare and request Managers' salary and benefits reimbursement from Barnes & Noble.
- Ensure Vendor payments to Barnes and Noble are prepared and submitted in a timely manner for funded student bookstore accounts.

Our college has a rich history of professional and technical education dating back to the 1940s, when Clover Park School District established a War Production program, training civilians as auto mechanics, aircraft-service mechanics, ship-fitters, welders, and blueprint readers. Minimum Qualifications
- Bachelor’s degree from an accredited institution.
- Three years of experience in managing and developing budgets as well as budget policy and analysis.
- Three years of supervisor experience within a professional accounting or business management environment.
- Demonstrated knowledge of Governmental Accounting and Fund Reporting (GAAFR), Governmental Accounting Standards Board (GASB) guidelines, and Governmental Auditing Standards.
- Culturally competent communication, collaboration and interpersonal skills.
- Ability to effectively communicate information of a detailed and technical nature to diverse audiences.
- Ability to analyze financial data, recognize errors, and implement corrections.
- Ability to plan, organize, set priorities, and meet deadlines
- Ability to exercise independent judgment.
- Advanced proficiency with Microsoft Office applications such as Excel, Word, and PowerPoint.
Preferred Qualifications
- Master’s degree in accounting, business administration, finance or closely related field from an accredited institution.
- Professional certification such as Certified Public Accountant, Certified Management Accountant, Certified Internal Auditor, and/or Certified Fraud Examiner.
- Experience with the PeopleSoft financial management system used by the public community and technical colleges of Washington State.
- Public sector experience in developing, managing, and analyzing budgets.
