Summary of Duties:CAHNRS Finance and Administration Fiscal Specialist supports CAHNRS Finance and Administration in providing specialized fiscal support for the College of Agricultural, Human, and Natural Resource Sciences. The CAHNRS Finance and Administration Fiscal Specialist is responsible for performing a variety of professional financial reviews and analysis of fiscal and budget data including, preparing monthly budget reconciliations, including the sources of funds for expenses; monitoring budgets; reviewing actual expenses monthly, financial commitment tracking, and coordinating communication to the CAHNRS Finance Team regarding balances and funding issues. This position will require to have student and financial security access.
Job Duties Financial Commitment Monitoring/Tracking 35%
- Maintain systems for tracking and monitoring various fiscal activities on financial commitments made by CAHNRS.
- Oversee and ensure timely reporting of all CAHNRS area commitments.
- Provide specialized area-level reports to assist the CAHNRS Finance Director in reporting Area financial commitments.
- Review and process commitment reimbursements requests from CAHNRS departments.
- Manage accounts and fiscal allocations of the CAHNRS Internship program.
Analysis and Reporting 35%
- Assist in the analysis, reconcile, and reporting of tuition revenue funding sources, including but not limited to enrollment-based budget funding, INTO, summer session Global Campus, and study abroad programs.
- Assist in the development of monthly reporting of accounting, budget, revenue, expenditures, encumbrances, etc. analyze, maintain, coordinate, and reconcile records that adhere to WSU BPPM's.
- Reconcile and analyze monthly reporting, including preparing, analyzing, reviewing expenditures to ensure accuracy and allowability.
- Assist with reconciling and reporting Area level reserve accounts, including cash allotted and PBL and operations monthly on Area reserve accounts.
- Analyze and monitor activity, reconcile budget statements, prepare funds transfers, expenditure transfers, salary/wage transfers.
Fiscal Support 15%
- Coordinate and assist the Assistant Finance Director in specialized projects, including mass salary increase calculation, analysis, and reconciliation.
- Complete as necessary budget amendments and journal vouchers through Workday. Including those related to commitments.
- Troubleshoot department financial problems as they arise.
- Assist the CAHNRS Finance Director or their designee with administrative problem solving, program, and project planning and representing the area on various university and area committees.
- Prepare and coordinate specialized fiscal proposals/agreements to Associate Dean, Chair, and Director as necessary. Examples of proposals/agreements include sole source procurement for equipment, fixed price agreements for services, service contracts, etc.
- Act as PCI compliance liaison for CAHNRS. Review and process transfer of bankcard fees related to eCommerce activities.
Modernization Assistance 10%
- Provide assistance and coordination on WSU Modernization Initiative account, personnel, and various other cleanup projects as directed by the Assistant Finance Director.
- Provide WSU Modernization Initiative training and support to CAHNRS faculty, staff, and students as directed by CAHNRS Finance Director and Assistant Finance Director.
Other 5%
- Perform other duties as assigned.
Required Qualifications:- Two years of experience at a level equivalent to Fiscal Specialist 1 AND 15 quarter hours OR 10 semester hours of college level accounting; OR equivalent education/experience.
Additional Requirements: - Demonstrated ability to communicate effectively, both orally and in writing.
- Demonstrated knowledge and skill proficiency of financial, administrative systems, or similar systems.
Preferred Qualifications:- Excellent working knowledge of Microsoft Office (including Excel Word, PowerPoint), AIS applications, Budget Planning System, and Business Objects. Preferred advanced Microsoft Excel skills.
- Sound knowledge of WSU Business Policies and Procedures.
