The eligibility list that is developed from this recruitment process may be used to fill future vacancies in the Administrative Services Director classification or a similar classification. Position: Under administrative direction, to plan, direct, manage, and oversee the activities and operations of the Administrative Services Department including, Finance, Human Resources, Information Systems; to coordinate assigned activities with other City departments and outside agencies; and to provide highly responsible and complex administrative support to the City Manager. This is a department director classification with overall responsibility for the activities of the Administrative Services Department. The incumbent is accountable, for accomplishing all department goals, and for furthering City goals and objectives within general policy guidelines. Supervision Exercised: Exercise direct supervision over professional, technical, ...and clerical staff. Qualifications: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. Education and Experience: Six (6) years of progressively responsible fiscal, administrative, and human resources management experience involving responsibility for the planning, organization, implementation, and supervision of varied Administrative work programs. At least three (3) years must be at management level. Equivalent to a Bachelor's degree with major coursework in public or business administration, accounting, or a related field. Master’s Degree in Business, Finance, Public Administration, or a related field is desirable. Special Requirements: Applicant must have to ability to work in a standard office environment with the employees regularly required to stand, walk; sit; use hands; reach with hands and arms; talk and hear. The employee must occasionally lift and/or move up the 25 pounds. Specific vision abilities are required to perform this job. The noise level in the work environment is usually quiet Ability to travel to different sites and locations. License & Certificate: Possession of, or ability to obtain, a valid California driver's license. Examples of Important Responsibilities and Duties: Plans, organizes, assigns, directs, reviews and evaluates the activities of the Administrative Services Department including Finance and Human Resources. Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the Administrative Services Department. Directs the preparation and administration of the department budget. Confers with and provides professional assistance to City staff members on Administrative Services matters. Advises the City Manager and the City Council on a broad range of issues within areas of responsibility. Establishes, within City policy, appropriate service and staffing levels; allocates resources accordingly. Develops interpretations of state and local codes, and City policies and agreements as they apply to City operations. Oversees the preparation of the annual City budget; approves all budgeted City expenditures as delegated by City Manager. Participates in the review and approval of all investment decisions. Creates and maintains a high level of confidence in the accuracy and completeness of financial records to the City Council and financial industry. Creates and maintains a high level of confidence in the handling of human resources issues and records. Coordinates and provides leadership in labor negotiations. Coordinates the processing of tort claims against the City; makes settlement recommendations to third-party administrators and City Council as appropriate. Directs the selection, evaluation, and training and development of department staff. Prepares a variety of correspondence and reports. Attends and makes presentations at City Council, interagency, commission, and other meetings and conferences. Evaluates long-term requirements for information technology equipment; makes recommendations related to product acquisition. Negotiates and monitors contracts and agreements with outside service providers and vendors to ensure compliance, maximum benefit to City, and cost-effectiveness. Responds to difficult or sensitive complaints and requests for information from the public, news media, and City staff. May serve as City Manager upon the request or absence of the City Manager. Represents the City on boards and committees, in the community, and at professional meetings as required. Develop, plan and implement goals and objectives for the City; recommend and administer policies and procedures; research City Council requests regarding policy; prepare and submit recommendations at the City Manager's discretion. Provide highly responsible administrative staff assistance to the City Council; direct specific and comprehensive analyses of a wide range of municipal policies; update the City Council on the status of various projects at the City Manager's discretion. Assist the City Manager with the development of the annual City budget in accordance with City Council directives; monitor monthly expenditures and report significant variances to the City Council; develop alternate revenue sources for City Council projects; oversee the implementation of City Council goals and objectives. Select, train, motivate and evaluate executive management personnel; implement discipline and termination procedures at the City Manager's discretion. Assist the City Manager to continuously monitor and evaluate the efficiency and effectiveness of the City's organizational structure, staffing patterns, service levels and administrative systems; implement improvements. Serve as liaison between the City and other municipalities, counties, elected officials and outside agencies; explain and justify City programs, policies and activities; negotiate and resolve significant and controversial issues at the City Manager's discretion. Negotiate contracts and solutions involving a variety of administrative, fiscal and special projects; participate in the preparation of program or special project budgets at the City Manager's discretion. Perform related duties and responsibilities as required. Selection Process: Candidates presenting the most desirable combination of education, experience and/or training as stated in this announcement will be invited to continue in the selection process. The selection process may require any combination of the following: application appraisal, written examination, performance test, and personal interview conducted by an outside oral panel and/or the Department. Following the examination process, successful candidates are placed on an employment list. Appointment will be made from the employment list. Appointed employee(s) will be required to pass a pre-employment physical, background investigation, and live scan fingerprint check. Post-Offer Medical Examination: Prior to appointment, the selected candidate is required to pass a post-offer medical examination. Group Insurance: Employee premiums paid by City through a cafeteria style program for medical, dental, vision, life and long term disability insurance. Employees have a choice of variety of medical plans offered through PERS Health. Generous City paid contributions are made toward dependent coverage for medical, dental and vision insurance. Retirement: The City contracts with the California Public Employees Retirement System (CalPERS). The City’s Retirement Formula for Classic Members as defined by the Public Employee’s Pension Reform Act (PEPRA) is 2% at Age 60. All new Employees as defined by the Public Employee’s Pension Reform Act (PEPRA) are subject to the CalPERS 2% @ Age 62 Retirement Formula. Employees pay a specified amount of the Employer and Employee Contributions with the City paying the remainder. Vacation Leave: 10 days per year, increased to 15 days per year after 3 years, increases to 20 days after 7 years, increased to 22 days after 15 years. Vacation allowance shall be increased one (1) day per year after completion of twenty (20) years of service with a maximum of twenty-five (25) days after twenty-five (25) years of service. Holidays: Thirteen and a half (13 ½) paid holidays per year. Per the adopted Executive Management Unit Salary and Benefits Plan, employees in this unit will also be paid for the following holiday office closure dates: December 27, 28, 29, 30, 2021 & December 27, 28, 29, 30, 2022. Sick Leave: Earned at a rate of 8 hours per calendar month of service with no accrual limit. Provision for partial cash payout of accumulated sick leave upon retirement with ten years of service or more. Administrative Leave: Eighty (80) hours of administrative leave for unit members per fiscal year. IRS Flexible Spending Plan: IRS Code, Section 125 which provides for pre-tax contributions for unreimbursed medical, insurance premiums and dependent care expenses. Life Insurance: City pays $100,000 Life & AD&D Insurance. Bilingual Pay: City pays $175 per month upon assignment. Deferred Compensation: Optional Voluntary 457 Plan available. Other Benefits: Education/Tuition reimbursement, Employee Assistance Program (EAP), Professional Development Incentive and credit union privileges.
