JOB SUMMARY/ESSENTIAL JOB FUNCTIONS: This position will plan, implement, and direct administrative and fiscal functions of the College of Medicine-Chattanooga, to include budget, personnel, strategic planning, and staffing. This encompasses oversight and responsibility for all COM-C administrative and finance functions, including salary administration, purchasing and payments, contracts, budgeting, staff management, policy compliance, and other administrative duties. With the Dean, this position engages in strategic and operational discussions with health system leadership. This position reports jointly to the COM-C Dean and the COM Associate Dean for Finance and Administration.
DUTIES AND RESPONSIBILITIES :
Directs all-source budget preparation and administration for the College of Medicine- Chattanooga.
Prepares materials for forecast and analysis of special projects, new initiatives and ongoing operations advises clinical operations as well as departments on needs and limitations; prepares and distributes budget information to departments.
Monitors and modifies budgets; reviews and approves budgeted actions; analyzes and prepares recommendations to the Dean on non-budgeted actions.
Responsible to ensure an appropriate response to requests for internal and external sources including insurance (property/liability), equipment inventories, audits, audits, gift financial accountability.
Ensure the most effective operations of the COM-C through program development, process improvement, and the coordination/integration of processes across departments and with the main campus.
Manage and direct the COM-C's' operational relationship with hospital and practice plan partners. Specific duties include the direction of processes and tasks related to faculty support, compensation, budgeting, purchasing, payments, contracts, staff management, and other administrative duties.
Establish and maintain service standards and metrics for the department(s) and monitor overtime.
Lead or participate in interdepartmental or cross-campus committees to address problems, identify and share best practices, and facilitate information exchange.
Responsible for oversight of adherence to UT policies and procedures; affiliation agreements; etc. Recommends and implements modifications in policy to meet changing situations.
Performs other duties as necessary.
Master's degree in business or management or related field and 8 years progressively responsible professional work experience, preferably in an academic medical center or complex research institution OR Bachelor's degree and 10 years progressively responsible professional work experience, preferably in an academic medical center or complex institution. Strong financial and analytical expertise in budget, forecasting, development, management. Demonstrated understanding of the management issues in a highly complex educational and research environment. Demonstrated senior-level ability to define issues, strategically plan options and devise and implement workable solutions. (TRANSCRIPT REQUIRED)
