This position is part of the Support Resources unit which provides financial analysis, budget oversight, compliance support, procurement and construction contract management, bidding, supplier relationships and transactional processing for all units within the CPF division.

Works with senior and executive leadership to support financial and procurement decisions and ensure alignment with overall missions, strategic goals, CPF directive and objectives. Oversees and directs financial activities including compliance, reporting, budgeting, receiving, and billing. Provides financial and procurement oversight for all construction projects, all campus state and student Repair and Rehabilitation Fee Revenue accounts, Bloomington Facility Operations, and IU Real Estate.
Evaluates new initiatives for compliance to financial policies, establishment of efficient procedures, and financial impact. Oversees the establishment of all rates for Facilities Operations, Construction and Real Estate. Works in conjunction with other university and CPF staff to evaluate budget and financial processes and procedures, recommends changes to ensure accuracy, timeliness, and compliance to state and federal regulations related to CPF financial activities, University policies and guidelines, and departmental goals and objectives. Consults with senior CPF leaders and team leads in planning and execution of capital projects. Prepares and analyzes financial reports to guide planning for annual Capital Finance account budget.
Responsible for supporting the procurement function related to capital projects, construction, renovations and facility operations projects systemwide in CPF. Provides strategic direction to CPF staff and leadership and ensures compliance with contracts, university policies, and federal, state and other laws and regulations. Routinely consults, discusses and evaluates current and future procurement needs with CPF stakeholders and provide guidance related to procurement types (ie: public, CMC, invitational, joc, etc). Manages key stakeholder relationships by coordinating complex and critical implementations and service delivery for strategically sourced categories, services or suppliers.
Provides functional leadership and oversight for all Capital Finance, Operational Finance and Procurement Services staff. Works with university financial systems to analyze and develop new procedures for new releases, provides input on operational objectives and systems enhancements, performs testing and feedback on new system releases and supports strong Business Intelligence functions.
Acts as the campus and university representative in financial discussions as assigned with UA administrative offices including, but not limited to, quarterly reviews and rate setting. Works with CPF Staff, campus fiscal units and university fiscal units to ensure compliance to policy and our common goals. Leads team on collaborative efforts with capital assets and university accounting to ensure the integrity of the university's financial statements.
Directs the daily and long-term financial and/or administrative operations of multiple university units or an unusually large multi-faceted academic, research, and teaching department within a school or college.
Responsible for accuracy, timelines, and the general integrity of the Financial Administration family, and fiscal, policy, and internal control management.
Creates annual revenue and expenditure budget for a large school/college. Develops budgetary policies and procedures.
Develops models and provides recommendations to executive leadership for resource allocations and to enhance financial performance.
Develops and introduces growth strategies and identifies risks.
Monitors division and campus budgets and reports any significant deviations from approved budgets.
Controls all expenditures and statement of accounts to ensure regulatory compliance and fiscal integrity.
Directs the management of general appropriation, endowment, federal and non-federal grants and contracts, and gift funds.
Develops, plans, and directs special projects, which may include space renovations, space allocations, staffing, equipment purchases, long-range plans, leasing of off-campus space and services.
Provides leadership and direction through other managers.
May oversee and direct variety of human resources activities including employment, labor relations, benefits, training, and classification for unit(s)/campus.
Bachelor's degree in finance, business, or a related field.
Master's degree and/or CPA.
5 years of related functional experience.
3 years of management experience in a related field.

Working Conditions / Demands
This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus.
