Responsible for overall financial management of the department, including budget preparation and variance monitoring, financial planning and analysis, business plan preparation, financial operations/general accounting functions and grants accounting.
Duties and Responsibilities:
1. Coordinates and develops the department's annual operating budget. Develops consolidated budget materials and support for monthly, quarterly and annual presentation to CUMC administration and university budget officers.
2. Provides support for the Departmental Administrator and senior managers in preparing for negotiations and performing reconciliations as related to the NYPH Joint Budget.
3. Supervises and coordinates the Department's financial closing processes including monthly, quarterly and fiscal year end closing.
4. Responsible for the direct management of the Departmental Finance team including personnel responsible for financial operations and analysis. Ensures the timely processing of all journal entries and transactions relating to bank reconciliation, cash management, expense allocations, fund balance management, salary allocations, etc.
5. Implements budget planning and monitoring programs in concert with the financial goals and objectives of the Department, divisions, business initiatives and related missions. Evaluates budget variances, identifies fiscal problems, and recommends related budget planning strategies to implement appropriate corrective actions.
6. Works closely with divisional administrators and senior managers to monitor the financial performance of the divisions and programs. Develops methodologies for forecasting expenditures, revenues, and allocation of resources. Develops outcome measurement tools and routine reporting formats to communicate financial performance. Meets regularly with divisional administrators and managers to develop corrective actions plans as needed.
7. Responsible for operations management of various University budget / finance systems such as ARC, PAC Labor Accounting, COB reports.
8. Regularly prepares and presents financial data to senior leadership. Prepares custom and ad hoc reports as needed.
9. Ensures effective financial integration of sponsored projects and internally supported research operations into departmental budgeting and financial planning processes through coordination with the Research Administrative staff.
10. Coordinates with Business Manager to ensure funding and appropriate budget planning and adjustments associated with purchase requests, lease commitments, and other operational spending.
11. Spearheads financial analysis and business planning, creation of P&Ls, faculty scorecards, incorporating productivity benchmarks,
revenues, and operating costs.
12. Provides project management support for new strategic initiatives, developing financial analyses to assess programmatic results.
13. Assesses divisional management abilities with financial systems and develops necessary supplemental internal financial models and tools, assuming a departmental leadership role in ensuring their understanding and usage in budget development and deployment.
14. Meets regularly with the Departmental Administrator/CFO regarding departmental financial affairs. Attends and provides key input at regular financial management team meetings and departmental administrative team meetings.
15. Other related duties as assigned.
Requires a bachelor's degree or equivalent in education and experience, plus a minimum of five years of related experience.
Experience in a clinical medical school department or complex medical center preferred.
Outstanding financial analysis and modeling skills required, including variance analysis, financial statement analysis, and statistics.
Strong computer proficiency (PowerPoint, Word and Excel), including an in-depth knowledge of spreadsheet packages and familiarity with database design, required.
Supervisory experience required.
Excellent interpersonal, oral and written communication skills, including active listening skills, attention to detail, plus the ability to work closely and effectively with a diverse group of University administrators, is essential.
