Under the direction of the Controller, the Associate Controller, Finance Operations & Budget is responsible for leading both the College-wide budget development and monitoring process; the capital planning process; and ensuring that the College's procurement business, Accounts Payable Operations and financial plans, goals, objectives, governance activities, and customer support levels are met.
This professional is responsible for overseeing financial planning, analysis, and engagement in the development of annual budgets and forecasts; leading staff who are responsible for the partnering and supporting senior leaders and managers in strategic budget planning, development, implementation, and control of the College's operating and capital budgets; overseeing Accounts Payable, the College's central and enterprise-wide vendor management function & programs, auxiliary services, and outsourced vendor partners as required, including Mail Services, Campus Store, etc.
In addition, the Associate Controller ensures the College's business processes and procurement resources are optimized, and that appropriate information technologies are implemented to increase accountabilities and streamline work processes, and all aspects of assigned business service contracts and vendors.

Key Responsibilities:


Budget:



  • Directs the operations of the Budget Office which includes developing the College-wide budgeting processes; implementing improvements; working closely with senior leaders and financial managers to implement a performance-based budget process informed by operating unit-specific metrics; and leveraging the benefits of an analytical, metrics-driven, and performance-based budgeting process to demonstrate the effectiveness in cost optimization, driving long-term value, alignment with strategic initiatives, and productivity levers in a transparent process.

  • Throughout the year, produce the draft recommended annual operating budget for submission to the CAO/CFO and Controller as a basis of a recommendation to the College President and appropriate College Trustee Committees; develop a quarterly management reporting package and projections that highlight significant issues for senior management and Trustees; and prepare and present reports and supporting documentation and data to the President's Cabinet and Trustees regarding financial performance and 5-year financial planning.



  • Work with the Senior Vice President, Advancement and other President's Council members relative to the budgeting and utilization of gifts.

  • Monitor and track gifts, grants, and financial aid results across College business lines.

  • Provide a liaison role with the Office of Human Resources in the area of employee planning, position control, and wage and salary administration; and provide a liaison role with Facilities Management and Planning and Information Technology in the area of capital budget planning and reporting.

  • Serve as a thought leader to develop and implement strategies for budgeting, forecasting, modeling, and projecting; identifying and understanding variances; cost containment; and revenue enhancements.

  • Develop, implement, and maintains system-driven reports such as business segment and/or project based reporting with a focus on financial P&L models: emphasizing revenue and expense drivers, key metrics, and trend analyses.


Procurement:



  • Direct the College's enterprise-wide vendor management function & program and all of its procurement services staff, functions, and responsibilities.

  • Create and manage the enterprise-wide vendor RFP/RFI calendar and processes.



  • Develop governance bodies' financial documents, analyses, and presentations for procurement recommendations; complete complex procurement financial system models and analyses for operating areas as needed.

  • Oversees Accounts Payable Manager accounting functions including developing, implementing, and maintaining systems, procedures, and policies to ensure adherence to company guidelines.


Other:



  • Complete special projects and ad hoc reporting requests as identified by management that analyzes work processes, identify critical paths and redundancies, costs, performance measures, and potential areas for financial and procurement improvement opportunities across all campus-wide business areas.



  • Assume additional responsibilities as required.

Education Requirements:


Minimum Level of Education Required Bachelor's Degree in Accounting; and Master's in Business, Administration, or Finance; CPA Required


Position Knowledge/Skills & Abilities Requirements:



  • At least 10-15 years of successful experience in procurement and financial planning, analysis and reporting, with a distinctive record of achievement, impact and focus on best practices in budgeting systems and procurement management

  • Ability to prepare financial packages, including narratives, graphs, and analytical data summarizing the College's financial position for senior management

  • Ability to engage and develop relationships with leaders to provide consultation and guidance in the budget planning process

  • Must have superior leadership and coordination skills with the ability to engage others through a democratic process, while serving as key decision maker

  • Exceptional ability to architect reports and presentations, and to be able to meet ever-changing requests and requirements utilizing multiple data sources, such as Workday and Adaptive Insights

  • Must have strong quantitative and qualitative analytical skills, applied across problems of varying nature and scope; ability to identify potential areas for budget improvements and make necessary recommendations to leaders

  • Must have an understanding of financial and budgeting systems and how to use and improve them to the optimal efficiency

  • Must have a thorough understanding of the entire vendor management administration and procurement functions

  • Ability to work independently to solve problems; look for opportunities to take on responsibility; take thoughtful risks; and effectively act on new and ongoing initiatives, objectives, and solutions to gain sought-after results

  • Must have financial literacy with experience in general ledgers, income statements, balance sheets, and accounting terms

  • Ability to create an environment where direct reports have the freedom and security to take initiative; deal with complexities with resilience, resourcefulness, and optimism; and appreciate open mindedness, creativity, and agility in thought and tactics

  • Must have experience providing timely and complete monthly financial/budget reporting

  • Ability to establish creditability and confidence with stakeholders

  • Must have exceptional collaboration and interpersonal skills, and the ability to be effective engaging with all levels within the college

  • Must be flexible and willing to assume new tasks and special projects

  • Demonstrated experience successfully leading a transformational/capability building activity or change management

  • Must have a strong working knowledge of current and emerging e-business tools/software solutions, relationships, and trends as well as working knowledge of OSHA regulations

  • Must have a sound knowledge of mail management equipment and software, college data map and information flow, and technologies available to create, refresh, and maintain One Card systems

  • Must have computer proficiency (MS-Office, internet, Workday Financials, E-commerce, printing and networking)

  • Must have a strong working knowledge of business law, legal aspects of contract administration and RFI/RFP/Contract Management processes.


Working Conditions:



  • Ability to work evenings and weekends as needed.


Additional Experience, Skills & Abilities:



  • Must have experience in analytics and report design of Workday financials and Adaptive Insights

  • Strong working knowledge of Financial Statement in accordance with applicable accounting standards (including GASB, FASB, GAAP, SAS and other relevant professional and industry organizations).
