Summary Dir, Finance and Administration Gov't Contracts and Grants M.3
Responsible for leading a team of professionals that provide financial, accounting and government grant/contract pricing, administration and compliance services to NRECA's International Programs Department (IPD) and Business and Technology Strategy Department (BTS), which includes NRECA Research, MultiSpeak(r) and Wood Quality Control entities. Management responsibilities include managing monthly financial statement preparation and analysis, reserve analyses, proposal pricing, contract compliance assessment, Annual Single Audit, incurred cost submission preparation, and program and administrative support. Additionally, the Director develops and establishes accounting and administrative policies and procedures for IPD and BTS. Manages or leads the planning, design and implementation phases for financial system and administrative system upgrades and improvements. Oversees all Project Accounting system administration including system upgrades. Serves as NRECA's government grants and contracts technical expert.

Accounting/Tax Budget - Directs and manages various accounting and budget functions for IPD and BTS such as timely financial statements, billings of grants and contracts including accounts receivables and ensuring delinquent accounts are monitored and payment is pursued, the annual budget process is managed and identifies priorities and staffing needs, manages the preparation of the Form 990 and other tax filings, oversees the registration of an IPD branch or subsidiary in foreign countries and coordinates NRECA's annual Single Audit and assists with the NRECA Consolidated Audit.
Contract and Grant Proposals - Manages the cost proposal process including developing pricing models and proposal pricing strategies, analyzes proposal and contract risk.
Contract and Grant Administration and Compliance - Manages grant and contract administration by directing contract and grant review process, oversees contract and grant, procurement and financial reporting compliance.
Indirect Costs Rates - Develops indirect cost methodologies for IPD, BTS and NRECA that maximizes the amount of indirect costs NRECA can recover in compliance with applicable government regulations. Manages the preparation of NRECA's incurred cost submission to USAID and oversees the negotiation of indirect rates.
Policies, Procedures and Processes - Ensures policies, procedures and processes are formalized, documented, and followed by the government grants and accounting team including monthly closing and financial reporting objectives, monthly account reconciliations, and compliance with tax reporting objectives.
Federal Government Accounting and Administrative Systems - Serves as the business owner or sponsor of upgrades and enhancements to the ERP System projects module.
ERP System - Serves as Projects Administrator and manages the Labor and Burdening process for NRECA.
Responsible for the proper security and disposal of any confidential information that he or she may possess in the course of performing this position's job duties, as well as ensuring staff compliance with security protocols in accordance with NRECA's Personnel and Administrative Policy and HIPAA Privacy and Security Policies and Procedures Manuals.
Requirements and Qualifications
Knowledge, Skills and Abilities Required (as demonstrated by prior work experience): *BS in Accounting or Finance *15 years of experience in accounting and/or audit *10+ years with government grant and contract administration and compliance monitoring. Experience with USAID and/or DOE government grants and contracts including experience opening and closing foreign offices. *5 years of management experience *Experience working with senior management - Board of Directors, Executive Staff, etc. *Experience with using major ERP financial systems and preparing financial statements preferred. *Knowledge of 2 CFR 200, OMB Circulars, FAR, CAS and GAAP and willingness to obtain additional training and certifications. *Knowledge of internal controls and ability to evaluate the efficiency and effectiveness of processes and recommend cost effective improvements. *Ability to be an innovative thinker with proven track record and high degree of problem solving and decision-making ability. *Ability to communicate, both verbally and in writing, with a diverse membership, employees and/or vendors in a clear and precise manner. *Ability to use Microsoft Office tools (Excel, Word, Outlook, Power Point) in the day-to-day essential duties of the job. *Ability to operate various office equipment such as personal computer, copier, printer, fax machine, or other job related equipment. *Ability to provide service excellence by building relationships, being resourceful, responsive and respectful.
ADA Requirements: *The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes. *Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
