Under the direction of the General Manager(GM) with minimum of supervision. Assistance to the GM. Manages all accounting and financial activities occurring at the District, advising the GM on the financial status of the District, and ensuring that all funds are properly maintained. Develops, implements and maintains the District's Financial accounting system and financial records within governmental accounting standards. Maintains separate fund accounts for governmental, enterprise, capital funds and grant funds as required performs all account and fund reconciliations. Performs calculation, and oversees collection, of utility service charges and coordinates billing in accordance with District Ordinance and development agreements; maintains customer records and billing history; coordinates with Operations Department for meter installation and monthly reading for billing purposes and maintains accurate meter reading history for all customers. Maintains and administers financial records related to District assets, construction projects and property assessment areas; controls all files on debt service and ensures proper payments of all notes payable. Responsible for billing grant project and provides information to external auditors. Supervises or performs receptionist duties, process mail, and provide information to customers.
A minimum of five years of progressively responsible experience in administering the financial operations of a public agency or private organization. At least an AA degree from an accredited college or university with major in finance, accounting, or business administration. Prefer a Bachelor's degree in accounting. Ability to type at a minimum of 45 words per minute and proficient in Microsoft Office. Knowledge of the Caselle accounting software would be helpful. Valid California driver license and satisfactory driving record.

Herlong PUD is a small District in Northeastern California, 50 miles from Reno, NV and 40 miles for Susanville CA; with 5 employees. The District has 2 Federal Contracts for Water and Waste Water and services an Indian Rancheria. HPUD has a small Volunteer Fire Department. Late this fall or early spring we will begin our 4th project; 4.4 Million dollar grant from the State to replace water and sewer lines for 157 homes.
