Finance Director OR Finance Director for Clinical Department - (2000005H) The Department of Psychiatry is currently seeking a Director of Finance OR Director of Finance for a Clinical Department to provide strategic direction and leadership for the control of the department's financial accounting operations through the development, enhancement, and guidance of its various functions and staff members. The incumbent oversees management of complex grant portfolio and clinical service agreements, patient billing and managed care contracts. This individual also reviews, analyzes and interprets all financial and budgetary reports to ensure timely and effective decision making by senior management. Possess subject matter expertise in a professional discipline. Develops, implements, and manages goals and objectives. Determines and enforces processes, practices, and/or policies. Manages operations, workflow, projects, and/or systems that have strategic impact. Accountable for operational and/or financial resources. Accountable for legal and policy compliance. Primarily supports upper level senior professionals in the overall strategic direction (rather than daily operations) of, typically, a functional area (department OR major function within a school or campus wide office). Upper senior professionals rely on expertise and advice to make financial, personnel, and significant strategic decisions. Significant authority to act on behalf of upper level senior professionals as needed. Rank will be determined based on candidate's qualifications.
The Department of Psychiatry at the University of Maryland, Baltimore School of Medicine is dedicated to training providers of the highest caliber and to providing top-quality mental health services to all who need it, no matter what their age, race or economic status. Essential Functions
- Provide strategic direction and leadership for the control of a clinical department's financial operations through the development, enhancement, and guidance of its various functions and staff members in order to maintain their efficient operation.
- Direct the management of complex funding and service agreements, patient billing and managed care contracts and other sources, as well as managing the sourcing and procurement of equipment, materials, supplies and other expenses.
- Direct and manage the preparation and monitoring of the All Funds budget, monthly financial close process and departmental financial reporting including tracking of all financial transactions, reporting transactions to external agencies for department, and providing detailed financial plans to the department head. Provide continual improvement of the financial reporting and internal control systems. Implement financial systems and operational efficiencies. Direct all financial transactions for clinical revenue including annual audits, tax return preparation and cash management. Review, analyze and interpret all financial and budgetary reports to ensure timely and effective decision making by senior department management. Ensure all internal and external deadlines are met.
- Collaborate with upper level managements and other directors within the business unit and throughout the campus in order to ensure the delivery of high-quality service.
- Direct the income of the department and divisions and its programs, including coordinating payments from different budget sources, as well as managing the purchasing of supplies and other expenses.
- Oversee financial accounting and GAAP/GASB reporting to include managing the department's external financial reporting process; manage the periodic internal financial reporting process of the department.
- Maintain financial management systems and internal controls required to ensure that the clinical department commitment, operating, and cash management accounts are safeguarded and that accounts are appropriately maintained in order to ensure accurate financial data.
- Direct payroll and fringe benefits systems which may include the coordination and processing of multi employment entities (UMB, UMMS, UPI, private practice, and VA).
- Ensure efficient recruitment/interviewing and training functions to continually review strengths and weaknesses in maintaining a staff of well-trained, highly involved, and motivated employees. Manage assigned staff in the efficient and confidential processing of all financial transactions.
- Develop, direct, and implement critical clinical financial path activities and projects to ensure efficient and effective processes and practices. Define and deliver key performance indicators (KPIs) and dashboards to track operational performance.
- Partner with upper level administrators and other directors on a regular basis in setting strategic goals/objectives and budgets, and/or in fostering improvements in policies/procedures for the entire department.
- Monitor and oversee all clinical department asset and liability accounts; ensure proper accounting methodology, techniques, and policies are adopted in departmental operations.
- Improve business with constraint analysis, target costing, capital budgeting, and cost of quality of analysis.
- Proactively represent the department of Psychiatry through participation in campus meetings and special projects, as well as UMB on an external basis with USM headquarters and other system-wide units.
- Performs other related duties as assigned.
Qualifications Education: Bachelors in Accounting, Finance, Business Administration and/or related field. Master's in related field preferred.
Experience: Seven (7) years spent progressively building a background in financial and business operations OR Seven (7) years spent progressively building a background in financial and business operations of a clinical departmental or clinical office.
Supervisory Experience: Five (5) year of direct management involved in recruitment, training, and professional development of staff.
Certification/Licensure: Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Financial Manager (CFM), or Certified Internal Auditor (CIA) required
Other: Annual financial disclosure required by Maryland State law.
