As Metro-North’s chief financial executive, this position provides strategic operational and programmatic support to the organization’s goals, plans and legal and regulatory requirements. This position is responsible to direct the development and execution of Metro-North’s Financial Plan and all Metro-North’s financial disciplines, processes and internal controls necessary to preserve company assets and in accordance with all required agency, MTA Headquarters, financial accounting and legal and regulatory requirements.
Oversee the issuance of reliable Metro-North Financial Plans, including budgets, forecasts and long-term strategies, in accordance with the NYS Public Authorities Law, other legal and regulatory requirements, and MTA Guidelines. Secure annual budget approval from MTA and Connecticut Department of Transportation (CDOT).
Engage as the Company’s financial leader and establish communications with Metro-North senior management, senior financial management at MTA Headquarters, the Connecticut Department of Transportation (CDOT) and other institutions or regulatory authorities.
As a member of the Executive Leadership team, contribute to senior level policy decision making and long-term planning to facilitate the achievement of Metro-North’s objectives and goals.
Ensure the integrity of Metro-North’s financial information and provide timely and accurate information to Metro-North management, the MTA, the MTA Board, CDOT and other entities.
Direct and oversee all functions, activities and personnel of the Corporate Budget and Controller’s Departments and ensuring an environment of appropriate internal controls, financial procedures and compliance with all accounting policies and regulatory reporting requirements. Ensures compliance with the financial requirements all Service Agreements including CDOT, New Jersey Transit and Amtrak.
Ensure that an appropriate level of staffing is available to effectively accomplish the division’s goals and objectives. Select, develop and motivate key personnel to ensure skilled accounting and finance staff and management continuity.
Create a professional working environment that respects individual differences, enables all employees to develop and contribute to their full potential, and fosters a positive employee relations climate that ensures Company principles, policies and programs are consistently practiced.
Demonstrated executive level management skills with experience in partnering with an executive team.
In-depth knowledge of General Accepted Accounting Principles (GAAP). Thorough knowledge of business and accounting practices.
Ability to coordinate work and resources among levels of management, across departments and among agencies to build productive working relationships and accomplish shared goals. Demonstrated leadership skills with the ability to provide direction; coach, develop and motivate staff and foster teamwork.
In-depth knowledge of auditing techniques and the ability to oversee development of audit plans.
Bachelor’s Degree in Finance, Economics, Accounting or Business Administration.
Seasoned professional with a minimum of fifteen (15) years of progressively responsible and related management experience in financial controls, analysis and/or budgeting with responsibility for a large staff.
MBA and/or graduate degree in related area, Certified Public Accountant or Certified Management Accountant.
This is a safety sensitive position and subject to toxicology testing. As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $95,534.00 or if you hold a position designated as a policy maker.
Effective September 2017, all full-time non-agreement personnel other than those directly involved with the movement of trains or delivery of service, or assigned to other emergency response teams, are required to serve in the Station Terminal Auxiliary Response (STAR) program requiring Terminal coverage for Grand Central Terminal (GCT) from 4:30 PM-7:30 PM one week per year or responding to Station STAR duty during a service disruption, system-wide at various hours including nights and weekends. This program is designed to improve Metro-North’s ability to provide customer service during emergencies that impact service delivery or other service disruptions that require staff to provide directions and information to MNR customers at GCT or outlying stations. Please note, hours worked during your participation week are subject to change.
Due to the competitive nature of the selection process, not all qualified candidates who meet the minimum requirements for the position are guaranteed an interview. Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union. Non-agreement employees must have worked in your current position for a minimum of one (1) year preceding the Application Deadline. Along with a background investigation (including but not limited to, employment, education, and criminal history), employees are also subject to an internal investigation, which includes an evaluation not limited to discipline records and performance assessments.
