The USG is accepting applications for the P3 Portfolio Director position in the Finance Division of Strategy and Fiscal Affairs department. This position is responsible for the day-to-day management of concession agreement and related agreements for P3 student housing. Under the leadership of the Executive Finance Director, this individual will manage the ongoing operations of the existing P3 housing portfolio. This position will be the primary liaison with the Finance Team and Facilities Department, participating campuses and the Concessionaire for decision-making and problem solving. This position involves significant coordination with internal stakeholders in Strategy and Fiscal Affairs, Facilities and Student Affairs.
Assure the BOR policies are being adhered to in the operation of the portfolio
Provide oversight for the P3 portfolio and assure best practices and financial stability of the portfolio
Track Concessionaire compliance with terms of the agreement and provide timely written updates to BOR Finance & Facility staff and Management
Act as day-to-day operations liaison with campuses and Concessionaire
Manage financial and operational issues including accounting interface and reporting, rent collection, security provision, residence life staffing and reporting, marketing, maintenance system and service calls, etc
Work with internal management committee and campuses to problem-solve
Work with BOR Facilities staff and Concessionaire in ensuring all operation, maintenance and capital items are addressed
Promulgate and keep updated a best practices operational manual for use by all institutions; suggest refinements to individual institutions based on other institutions’ experiences
Assist in campuses creation and implementation of marketing programs
Ensure compliance with BOR accounting gudielines established for P3
Ensure financial compliance of portfolio with annual budgets
Manage and review all Concessioaire portfolio reporting including revenue and expense reports
Orchestrate timely internal review of critical financial and operational issues
Review and provide timely BOR management reports of Concessionaire financial statements, reports and audits
Track and trouble-shoot asset performance and work with Concessionaire, BOR Finance & Facility Team and Management and campuses on improvement plans
Other duties and projects as required or assigned
EDUCATION AND EXPERIENCE REQUIRED:
Bachelor’s degree in related field and minimum of 5 years related responsibility OR an equivalent combination of education and experience
Experience in higher education and familiarity with university and student life issues
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
Knowledge of Board of Regents organization, policies and procedures
Knowledge of and familiarity with student life issues
Knowledge of real estate operations and budgets
Skill in collaborating with multiple constituents
Skill to lead and work with teams, problem solve, consensus-building techniques
Skill in portfolio and project management execution
Skill in reading, analyzing and interpreting financial reports and procedures manuals
Skill in managing legal documents including contracts and concessionaire agreements
Skill in decision-making and problem solving
Skill in oral, written communication and presentations
Skill with Microsoft Office: Excel/PowerPoint/Word
Skill in learning new software applications
Skill with PeopleSoft and Banner
Ability to travel 40-50%, in state
PREFERRED EDUCATION AND EXPERIENCE REQUIRED:
Master degree in Business, Finance or Accounting preferred
