Accountable for ensuring the effective use of the Corporation’s financial resources within a highly complex, multi-stakeholder environment, the Office of the Chief Financial Officer provides sound financial planning and management advice, maintains financial control, develops and implements effective financial strategies, and provides timely, accurate and efficient services to City Programs, Agencies, Council and the public.
The Chief Financial Officer (CFO) assists the City Manager in the administration and operation of the City by overseeing a cluster of several divisions and offices responsible for the financial operation of the City. The CFO ensures that City programs and services within those divisions and offices are effectively co-ordinated to provide high-quality customer service to City staff and/or Toronto residents while achieving Council's priorities in a cost-effective manner.
As the new Chief Financial Officer, you will work with the City Manager to ensure that City administration adheres to high standards of fiscal responsibility, management policies, standards, practices and procedures, public service, ethical, professional and apolitical behaviour, as well as openness, transparency and integrity. An integral member of the senior management team, you will provide impactful leadership and management oversight to ensure the implementation of Council's strategies, priorities and decisions for the fiscal management of the City. You will set the overall strategic and financial direction for the cluster and the City, establishing goals, objectives and priorities aligned with strategic directions and Council priorities, and ensuring flexible service planning to respond to changing financial priorities.
You are a champion of best practices in financial planning, management and oversight, capable of identifying organizational issues, leading City-wide initiatives, as well as recommending and implementing strategies to modernize in the interests of continuous process improvements that increase efficiencies and cost effectiveness. Through your collaborative leadership style, you welcome this opportunity to promote innovation across the organization and between service areas, to achieve strategic, financial and service priorities and create opportunities for shared success across City Programs, Agencies, Boards, Commissions and Divisions.
The City Manager, Mayor, relevant Standing Committees, Council and Task Forces will all count on you for insightful, strategic advice and guidance in carrying out their mandates. At the same time, you will provide ongoing leadership to the financial services cluster through effective management of staff and resources, as well as integrating strategic human resource planning with sound financial management, succession planning and employee development and motivation into service delivery business planning. This executive role will see you directing budget development and resource allocation to achieve goals and priorities, ensuring alignment of City and divisional multi-year financial plans, overseeing the implementation of sound management practices and internal/financial controls, ensuring the consistent, fair application of management policies and standards, and overseeing the administrative, technical and support functions to ensure the economic, effective delivery of City services.
Your depth and breadth of financial expertise are solidly grounded in a CPA designation and/or a master's degree in Finance or an MBA, and complemented by a track record of successful senior-level management of financial and human resources. In managing the City’s multibillion-dollar budget, you will leverage your significant financial and political acumen, your commitment to enhancing transparency and accountability of financial control and management, and your ability to balance diverse stakeholder interests and financial priorities.
Success in this senior role will also benefit from your strengths as an effective communicator, especially in your ability to present and respond to Council, manage media relations, represent the City in public forums, as well as develop and maintain effective and productive working relationships with stakeholders.
